How to make joker style card

Does anyone know how to make and awesome "joker style card" (don't know what to call, a trading card?) in photoshop?

something like this :

PUTRAJAYA: Datuk Seri Najib Tun Razak has proposed structural reforms in the civil service by opening the top posts to talents from the private sector and government-linked companies (GLCs) besides the administrative and diplomatic service.

“We can no longer be too dogmatic, we have to get the choicest, best and refined talents,” he said at a meeting with civil servants on Tuesday.

He said his proposal for a multi-level entry system for the civil service would benefit from the “cross-fertilisation” between the talents of the public and private sectors and the GLCs.

He also proposed an open door policy whereby civil service officers be loaned to the GLCs and vice-versa for mutual acquisition of knowledge.

In this way, civil service officers would be exposed to the needs of the private sector, which is the primary mover of the country’s growth, he said.

To get the best talents, the civil service must emulate the career development and talent scouting of entities like Petronas, Permodalan Nasional Berhad and Bank Negara which had a system for identifying real talent which made their organisations great.

“We will send the best of our public servants to gain knowledge at several renowned institutions in the world like the Kennedy School of Government at Harvard University and Wharton Business School at the University of Pennsylvania,” he said.

Najib outlined four shifts that the civil service must make to modernise the sector.

Firstly, it should be more flexible and civil servants should realise that it was the private sector and not he government which churned out the wealth.

“Public servants should never block this process of generating wealth because if they do, in the final analysis, it is the people who will lose,” he said.

The second shift is to move away from the culture of output and expenditure or outright impact, to one which valued the aspect of holistic outcome.

He cited as example education where emphasis should be given not only to having enough schools and laboratories but also the overall success, including the students welfare and morale.

Najib said thirdly, the public sector should move away from bureaucracy by making difficult things easy and simple for the people.

He said the people’s complaints about the counter service and the difficulty in getting served by phone had raised a negative assumption of the civil service as being a stumbling block rather than a facilitator in getting things done.

The fourth shift was from one of mere productivity to a combination of productivity, creativity and innovation. He said the conventional measurement of productivity only gave incremental improvement whereas a combination of productivity, creativity and innovation would provide a quantum leap in improvement and spur efficiency and effectiveness in the civil service. Najib wanted all government departments and agencies to maximise the application of creativity and innovation, saying that the prime objective was to enhance the satisfaction of the public sector’s main clients, namely the people. - Bernama.

keyboard freeze laptop

hi, my keyboard laptop have a problem. each time i push the keyboard, the laptop will freeze for how long i don,t know. the only thing that work is the 'automatic shutdown' button .

i have to use the osk keyboard to type this. usb keyboard didn't work but it didn't freeze like the keyboard laptop did.

here the keyboard device status
'windows cannot load the device driver for this hardware. the driver may be corrupted or missing [code 39]'

Which ICT route do you choose?

ICT is roughly split into 2 route, Technical or Creative Multimedia. When I say Technical, I meant computer science, programing and all those stuff while Creative Multimedia mean anything related to animation, digital media, graphic design and such.

Which route do you choose, want to choose or already chosen. Either Technical route or Creative Multimedia route. You tell me and might as well tell a little bit of your chosen route.

After finishing the Creative Multimedia Foundation in MMU Cyberjaya for around 1 year, we will be enrolled into degree program. There are 5 major to choose from. What are the pro and con that you see in the course. Give me your opinion, maybe from experience and any fact you want to add to it. Thanks..

Best laptop battery practice

What is the best laptop battery practice. They say when we are using AC current from cable, we must remove the battery so it won't damage it or shorten it life. Can anyone tell me how to prevent shortening my laptop battery life?

What do you guys think about it, I'm planning to further my study in MMU Cyberjaya this year and I want to hear the harsh reality about it out there. Is there really any truth to that statement or does the statement appear because of graduate overload in certain sector of ICT related job?

I'm not really specific or solidly decided and sure on what I want to be but a graphic designer is one career I want to be. Anyway, any job related to multimedia is alright by me.

Can you guys give me your opinion especially those who have already work in the sector. Thank you...

How to clear the dust in Acer laptop safely

How to clean the dust in Acer laptop(Aspire 5044NWLCi) safely. I have overheating problem with temperature can reach 96C and above before automatically shutdown. Can anyone give one by one tips (if it doesn't bother much) on how to safely clear the dust in my laptop and any instrument to do that. Thank you.

Acer laptop Sudden Shutdown problem..

I have this problem for quite a while. My laptop is Acer Aspire 5044NWLCi. Whenever I try to scan virus, using photoshop, play light game like Gameboy in it, the laptop will suddenly shutdown like sudden power failure without the battery. I have no problem surfing the net, typing in Microsoft word and other thing that doesn't involve the above activity. I thought that maybe it have something to do with temperature, so I use it in Air-conditoner room or under the fan but the result is still the same whenever I want to try using antivirus, photoshop even light game. The fastest sudden shutdown is shown when I was playing game (light or heavy) where it would shutdown in around 2 minute from the beginning of the game even though the laptop is cool and just recently open for 5 minute.

Can anyone shed some light on what is going on here? If it's about temperature, how can I cold it down?

Recommend Laptop for Graphic Design stuff

Can you guy give laptop recommendation for graphic design stuff like Adobe Photoshop CS3, Adobe Audition, Adobe premier, Autocad, and stuff like that. I know a desktop is better suited for this but I have my own reason to not to. Lowyat got a lot of option but I don't know which one to choose from.

It will be helpful if you include the laptop name, spec, price, and any info and advice you want to add. I don't mind the pro one but I would prefer a laptop for a student to use or at least suited for stuff like that. After all, we can't play with uber stuff if we are just a noob.

Thanks for those who give me their recommendation...

around RM2000-RM3000, it would be better if i can get it cheaper. I don't mind much about screen size, either the "thin and light" or "mainstream" would be fine. I don't play game much, light gaming is ok by me. Hope this help..

MMU Creative Multimedia course problem...

Beside January, when we can apply for MMU ?
I decided to apply for MMU after I get my SPM 2008 result this February.

I'm also interested in Creative Multimedia but one thing puzzled me, after foundation for creative multimedia there is no diploma but degree that require diploma.

Here the course and minimum requirement for degree

* BMm(Hons) Digital Media
* BMm(Hons) Film and Animation
* BMm(Hons) Media Innovation
* BMm(Hons) Interface Design
* BMm(Hons) Virtual Reality

Local Students

* At least 2 years Diploma in design and computer related courses and portfolio of design and computer works and full transcripts and resume (especially for those with working experience)

BMm(Hons) Computer and Digital Arts

Local Students

* Pass STPM or its equivalent with at least 3 principals
* Pass UEC with 5 Credits inclusive of English and Mathematics.
* Pass a related Diploma from a recognized Institution or its equivalent

I don't want after I take Foundation in Creative Multimedia, there is no place to go and I can't continues with degree if I don't have diploma as stated in the minimum requirement. Can anyone shed some light on my problem? Maybe some info about what to continue after creative multimedia foundation before degree.

Extra question:

Do I need to brush up on any skill to make my foundation year easier like photoshop, drawing, etc or at least to be more prepared for it ?
