Instead, reforms could begin through administrative measures, including strengthening governance practices, enhancing checks and balances, and improving internal institutional coordination.&lt;br /&gt;&lt;br /&gt;&amp;quot;Following the Cabinet&amp;#39;s decision, the Federal Territories Department and DBKL are now developing a transformation plan to strengthen DBKL&amp;#39;s governance and ensure the city administration remains relevant and fit for purpose in the future,&amp;quot; she said in a statement today.&lt;br /&gt;&lt;br /&gt;Hannah said IIUM, as part of the study, held engagement sessions with Kuala Lumpur member or parliaments on March 2 and DBKL&amp;#39;s management on March 9 to gather views on the city hall&amp;#39;s administrative structure, decision-making processes, service delivery, enforcement and accountability.&lt;br /&gt;&lt;br /&gt;She said the study also examined a proposal by the Prime Minister&amp;#39;s Advisory Council (PMAC) to change the legal structure of the Kuala Lumpur mayor from a sole corporation to a corporate body through the establishment of a Supreme Council, as well as a Private Member&amp;#39;s Bill tabled by several Kuala Lumpur MPs under Standing Order 49 of the Dewan Rakyat.&lt;br /&gt;&lt;br /&gt;However, Hannah said the study concluded that any amendments to Act 190 must be approached with caution as they involve the highest level of governance, including the Yang di-Pertuan Agong and the Sultan of Selangor, and are closely linked to the historical and constitutional framework of the Federal Constitution.&lt;br /&gt;&lt;br /&gt;&amp;quot;In this context, the identified improvements should first be implemented through internal administrative reforms, such as internal directives, guidelines, operational protocols and institutional coordination mechanisms, before any amendments to the statutory framework are considered,&amp;quot; she said.&lt;br /&gt;&lt;br /&gt;The study also concluded that there is currently no need to introduce a city councillor system within DBKL, as existing governance structures can be strengthened without creating an additional layer that could lead to overlapping functions and unclear accountability.&lt;br /&gt;&lt;br /&gt;&amp;quot;It recommended strengthening the governance framework of the DBKL Advisory Board, including setting clearer criteria for the appointment of professionals and representatives from non-governmental organisations (NGOs).&lt;br /&gt;&lt;br /&gt;&amp;quot;It also proposed reinforcing the role of Kuala Lumpur MPs as a democratic oversight institution and public representative channel without granting them direct administrative powers,&amp;quot; Hannah said.&lt;br /&gt;&lt;br /&gt;According to her, the study found that most implementation issues stemmed from the lack of clear and consistent governance guidelines and procedures with sufficient legal authority, rather than shortcomings in existing legislation.&lt;br /&gt;&lt;br /&gt;She added that the study reaffirmed that Kuala Lumpur&amp;#39;s administration under the sole corporation model, as provided for under Section 5(1) of Act 190, remains consistent with the original legislative intent, and that altering the structure could undermine the capital city&amp;#39;s unique governance framework.</description>

            <description>KUALA LUMPUR, Sept 8 — A recent statement by Seputeh MP Teresa Kok on halal certification does not reflect the position of Pakatan Harapan (PH), according to Datuk Seri Anwar Ibrahim.&lt;br /&gt;&lt;br /&gt;According to a Berita Harian report, the prime minister, who is also PH chairman, said that Kok’s comments had generated “unnecessary controversy.”&lt;br /&gt;&lt;br /&gt;“There’s no need to create unnecessary controversy within our society.&lt;br /&gt;&lt;br /&gt;“Certain regulations are needed to give Muslims peace of mind,” he was quoted as saying to media during the opening of the Seremban Rest and Relaxation Area (southbound) today.&lt;br /&gt;&lt;br /&gt;Anwar also said the DAP vice chairman should have refrained from making statements that could complicate the situation further.&lt;br /&gt;&lt;br /&gt;“If she wants to represent some parties, that’s fine... but there’s no need to make such statements openly as it does not help clarify the situation.&lt;br /&gt;&lt;br /&gt;“We need to manage both Muslim and non-Muslim sentiments. Her approach should be to discuss properly first, not to showcase individual prowess.&lt;br /&gt;&lt;br /&gt;“Our country is currently in a good state, politics is stable, international recognition is positive, and the economy is rising.&lt;br /&gt;&lt;br /&gt;“Therefore, there’s no need for issues that could undermine national harmony and prosperity,” he was quoted as saying by Berita Harian.&lt;br /&gt;&lt;br /&gt;Anwar then emphasised the importance of discussing proposals or concerns during internal coalition meetings to ensure thorough review.&lt;br /&gt;&lt;br /&gt;“If she (Kok) feels that the regulation is unnecessary in certain areas, discuss it properly,” he said.&lt;br /&gt;&lt;br /&gt;Yesterday, Kok argued that halal certification should be voluntary, allowing businesses to make decisions based on market demand rather than being mandated.&lt;br /&gt;&lt;br /&gt;She claimed that requiring restaurants and food companies to obtain halal certification would increase operational difficulties and burden small businesses, citing additional administrative costs.&lt;br /&gt;&lt;br /&gt;Kok’s remarks seem to respond to Minister in the Prime Minister&amp;#39;s Department (Religious Affairs) Mohd Na’im Mokhtar’s announcement last Thursday that the Department of Islamic Development Malaysia (Jakim) is reviewing the proposal to make halal certification mandatory for restaurants and food companies.&lt;br /&gt;&lt;br /&gt;Her comments have been criticised by Umno leaders, the Opposition, and non-governmental organisations (NGOs) such as the Malaysian Malay Chamber of Commerce.&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.malaymail.com/news/malaysia/2024/09/08/pm-anwar-says-teresa-koks-halal-certification-comments-have-sparked-unnecessary-controversy/149678' target='_blank'&gt;https://www.malaymail.com/news/malaysia/202...troversy/149678&lt;/a&gt;</description>

Around 58% of Chinese and Indian respondents believe their communities are being unfairly treated by the government and frequently discriminated against, from 43% previously in January 2023.&lt;br /&gt;&lt;br /&gt;About 57% of the Chinese respondents and 62% of Indians surveyed said they believe their community is unfairly treated.&lt;br /&gt;&lt;br /&gt;More than 73% of Malay respondents said they believe Bumiputera privileges should be maintained. Only 24% believe in equal treatment.&lt;br /&gt;&lt;br /&gt;The percentage is higher in the east coast, where 75% of Malays believe in maintaining Bumiputera privileges.
