KUALA LUMPUR: The Cabinet has directed the Federal Territories Department to implement governance reforms at Kuala Lumpur City Hall (DBKL) before considering any amendments to the Federal Capital Act 1960 (Act 190).

Federal Territories Minister in the Prime Minister's Department Hannah Yeoh said the decision followed the Cabinet's review of a feasibility study on proposed amendments to Act 190 conducted by the International Islamic University Malaysia (IIUM) between Dec 1, 2025, and March 31 this year.

The study found that improving DBKL's governance did not necessarily require legislative amendments at the initial stage. Instead, reforms could begin through administrative measures, including strengthening governance practices, enhancing checks and balances, and improving internal institutional coordination.

"Following the Cabinet's decision, the Federal Territories Department and DBKL are now developing a transformation plan to strengthen DBKL's governance and ensure the city administration remains relevant and fit for purpose in the future," she said in a statement today.

Hannah said IIUM, as part of the study, held engagement sessions with Kuala Lumpur member or parliaments on March 2 and DBKL's management on March 9 to gather views on the city hall's administrative structure, decision-making processes, service delivery, enforcement and accountability.

She said the study also examined a proposal by the Prime Minister's Advisory Council (PMAC) to change the legal structure of the Kuala Lumpur mayor from a sole corporation to a corporate body through the establishment of a Supreme Council, as well as a Private Member's Bill tabled by several Kuala Lumpur MPs under Standing Order 49 of the Dewan Rakyat.

However, Hannah said the study concluded that any amendments to Act 190 must be approached with caution as they involve the highest level of governance, including the Yang di-Pertuan Agong and the Sultan of Selangor, and are closely linked to the historical and constitutional framework of the Federal Constitution.

"In this context, the identified improvements should first be implemented through internal administrative reforms, such as internal directives, guidelines, operational protocols and institutional coordination mechanisms, before any amendments to the statutory framework are considered," she said.

The study also concluded that there is currently no need to introduce a city councillor system within DBKL, as existing governance structures can be strengthened without creating an additional layer that could lead to overlapping functions and unclear accountability.

"It recommended strengthening the governance framework of the DBKL Advisory Board, including setting clearer criteria for the appointment of professionals and representatives from non-governmental organisations (NGOs).

"It also proposed reinforcing the role of Kuala Lumpur MPs as a democratic oversight institution and public representative channel without granting them direct administrative powers," Hannah said.

According to her, the study found that most implementation issues stemmed from the lack of clear and consistent governance guidelines and procedures with sufficient legal authority, rather than shortcomings in existing legislation.

She added that the study reaffirmed that Kuala Lumpur's administration under the sole corporation model, as provided for under Section 5(1) of Act 190, remains consistent with the original legislative intent, and that altering the structure could undermine the capital city's unique governance framework.

KUALA LUMPUR - Malaysia’s rulers have called for a last-minute postponement of a conference scheduled for June 23 to 25 amid a brewing dispute over the throne of Negeri Sembilan, which has raised doubt about whether state polls on Aug 1 can proceed.

While a spokesperson for the National Palace confirmed the cancellation of the Conference of Rulers to The Straits Times early on June 23, no further details were offered.

But several sources, including a chief minister scheduled to attend the conference following the nine monarchs’ “pre-council” meeting, told ST that there had been concerns over whether it was appropriate to proceed given the two claimants to the throne of Negeri Sembilan.

The Conference of Rulers is rarely called off – the last time was because of the Covid-19 lockdowns in 2021 – signalling how seriously the brother rulers view the crisis in Negeri Sembilan, which has reverberated politically, forcing snap polls in the state.

PETALING JAYA: Sarawak has enjoyed prolonged political stability because DAP has never been part of the state government, says deputy premier Dr Sim Kui Hian.
He claimed DAP was divisive and polarising, adding that it had not shed these attributes over time, Dayak Daily reported.

The Sarawak United Peoples’ Party (SUPP) president added that the Bornean state was a beacon of unity and progress at a time when the entire world, including Peninsular Malaysia, was bogged down by disunity and politicking.

Pekebun durian haram didakwa menghalang laluan dengan membawa kain rentang bagi menunjukkan ketidakpuasan hati kerana penguat kuasa memusnahkan tanaman mereka yang berusia puluhan tahun, namun keadaan berjaya dikawal tanpa sebarang insiden.

Kerajaan Pahang menafikan telah melanggar perintah mahkamah apabila menebang kira-kira 200 pokok durian Musang King dalam operasi penguatkuasaan di Sungai Klau, Raub, 8 April lalu.

Media turut melaporkan, SAMKA mengumpulkan sekitar 400 tandatangan dalam tempoh kurang tiga jam sebagai tanda sokongan kepada petisyen mendesak agar operasi penebangan pokok durian oleh UPNP dihentikan.

Petisyen itu dibuat sehari selepas berlaku ketegangan antara pekebun durian haram dan anggota UPNP di kawasan pertikaian berhampiran Sungai Klau, Raub ketika penguat kuasa menjalankan operasi menebang pokok Musang King.-MalaysiaGazette

KUALA LUMPUR: Dewan Filharmonik PETRONAS (DFP) has cancelled the stand-up comedy show, DFP Punchline: Harith Iskander 35 Years of Laughter, which was scheduled to take place on the DFP stage tomorrow night.

In an official statement released today, DFP apologised for any inconvenience caused.

"The management of Dewan Filharmonik PETRONAS (DFP) regretfully announces the cancellation of the stand-up comedy show by Harith Iskander, under the DFP Punchline Series, scheduled on Jan 25, 2025.

"We sincerely apologise for any inconvenience caused. Thank you for your understanding and continued support," the statement said.

The statement also informed ticket buyers that they could exchange their tickets for other concerts or obtain a refund.

"Tickets can be exchanged for any other DFP or MPO concert this season.

"Secondly, refunds can be made through the original payment method used at the time of purchase.

"All exchanges or refund requests must be made by Feb 8," said the statement.

The cancellation of the stand-up comedy show at DFP is believed to be related to the ongoing issue involving Harith.

KUALA LUMPUR, Sept 8 — A recent statement by Seputeh MP Teresa Kok on halal certification does not reflect the position of Pakatan Harapan (PH), according to Datuk Seri Anwar Ibrahim.

According to a Berita Harian report, the prime minister, who is also PH chairman, said that Kok’s comments had generated “unnecessary controversy.”

“There’s no need to create unnecessary controversy within our society.

“Certain regulations are needed to give Muslims peace of mind,” he was quoted as saying to media during the opening of the Seremban Rest and Relaxation Area (southbound) today.

Anwar also said the DAP vice chairman should have refrained from making statements that could complicate the situation further.

“If she wants to represent some parties, that’s fine... but there’s no need to make such statements openly as it does not help clarify the situation.

“We need to manage both Muslim and non-Muslim sentiments. Her approach should be to discuss properly first, not to showcase individual prowess.

“Our country is currently in a good state, politics is stable, international recognition is positive, and the economy is rising.

“Therefore, there’s no need for issues that could undermine national harmony and prosperity,” he was quoted as saying by Berita Harian.

Anwar then emphasised the importance of discussing proposals or concerns during internal coalition meetings to ensure thorough review.

“If she (Kok) feels that the regulation is unnecessary in certain areas, discuss it properly,” he said.

Yesterday, Kok argued that halal certification should be voluntary, allowing businesses to make decisions based on market demand rather than being mandated.

She claimed that requiring restaurants and food companies to obtain halal certification would increase operational difficulties and burden small businesses, citing additional administrative costs.

Kok’s remarks seem to respond to Minister in the Prime Minister's Department (Religious Affairs) Mohd Na’im Mokhtar’s announcement last Thursday that the Department of Islamic Development Malaysia (Jakim) is reviewing the proposal to make halal certification mandatory for restaurants and food companies.

Her comments have been criticised by Umno leaders, the Opposition, and non-governmental organisations (NGOs) such as the Malaysian Malay Chamber of Commerce.

Half of M’sian youths say country headed in wrong direction, says pollster

PETALING JAYA: Slightly over half of Malaysian youths believe the country is headed in the wrong direction economically, according to a survey by pollster Merdeka Center.

According to the survey, which polled 1,605 people between 18 and 30 from April 3 to May 12, 52% believe the country is headed in the wrong direction, while 33% believe it is headed in the right direction.

Seventy-seven per cent of the respondents said their concerns revolve around the economy, particularly the high cost of living (41%) as well as the minimum income and salary issues (15%).

About 28% of the respondents believe the government should focus on reducing inflation, while another 15% believe it should focus on enhancing economic growth.
The respondents however remained mostly optimistic about the next year, with 47% of them saying they believe the economy will improve and 64% believing their individual household situations will improve.

According to the pollster, 84% believe they have a good quality of life.

When asked to compare themselves with their parents, 47% said they believe they have better living standards, while 38% believe they enjoy a better financial situation.

Nearly 43% believe they have better job security.

However, Merdeka Center noted perceived discrimination is on the rise. Around 58% of Chinese and Indian respondents believe their communities are being unfairly treated by the government and frequently discriminated against, from 43% previously in January 2023.

About 57% of the Chinese respondents and 62% of Indians surveyed said they believe their community is unfairly treated.

More than 73% of Malay respondents said they believe Bumiputera privileges should be maintained. Only 24% believe in equal treatment.

The percentage is higher in the east coast, where 75% of Malays believe in maintaining Bumiputera privileges. In the north, south and central regions, the figures are more balanced (51% in north, 44% in south and 47% in central).

In East Malaysia, only 33% believe in maintaining Bumiputera privileges.

Merdeka Center also noted that Malay respondents “seem to have lower trust in other ethnicities”, with 57% saying they trust the Chinese and 53% saying they trust Indians.

“Chinese trust Malays (92%) almost as much as they trust their own ethnicity (95%), but have less trust in Indians (83%).

“Indians trust Chinese (83%) more than Malays (79%),” the pollster said.
