Yes, if the law is okay… by all means. But we all know for a fact that amending laws are a natural thing,” the new CEO of Putrajaya’s Global Movement of Moderates told The Malay Mail Online in a recent interview.<br /><br />Saifuddin, seen as the progressive voice of Umno that is increasingly being drowned by its hawks, said Malaysia has now moved into a third phase of democracy where voters, having experienced more than half a decade of independence, now want a greater voice in the government.<br /><br />Some of the present crop of urban, middle-class Malays, he said, are already growing tired of being treated like “OKUs”, the Malay abbreviation for the term orang kurang upaya, or “underprivileged” in English. They want to achieve things on their own without relying on Article 153, Saifuddin said, adding that although this group is the minority today, they never existed 50 years ago and would likely expand in the decades ahead.<br /><br />But the former deputy minister agreed than an “overuse” or abuse of present-day laws that protect Malay rights may serve as a deterrent towards this goal, and may hamper Prime Minister Datuk Seri Najib Razak’s ultimate goal of creating a nation of moderates.<br /><br />Without naming anyone, Saifuddin said many leaders today have a poor understanding of the few key thrusts that helped build this nation, namely the Federal Constitution, Rukunegara or the declaration of the country’s five national principles, the social contract and laws in general.<br /><br />“Like Article 153,” Saiufuddin said, citing the provision in the Federal Constitution where Malay rights are enshrined. “I have heard of many arguments using 153… but 153 should not be read alone.<br /><br />I don’t understand why some Malay leaders become overly worried about the survival of the Malays… when it is enshrined in Article 153.” “When they say, ‘Oh, so many Malays are supporting the DAP, habislah (that’s the end of) Malay rights’.<br /><br />“So I say, ‘Why worry?’ It’s in there,” Saifuddin said, referring to the country’s founding document. He added: “Though I don’t support DAP, I don’t think DAP leaders would ever want to question (Malay rights).”<br /><br />Race relations in Malaysia remains a highly contentious issue due ostensibly to national policies that favour the Malays, who make up some 60 per cent of the country’s 28 million people. The “social contract”, an unwritten deal said to be agreed upon before Independence in 1957, is purportedly a quid pro quo trade-off with the Bumiputera communities for granting citizenship to the immigrant Chinese and Indians and has been repeatedly touted to defend the special rights of the Malays.<br /><br />More progressive government leaders who have dared to speak out against this deal have often found themselves on the receiving end of criticisms in Malay-majority Malaysia.<br /><br />The issue has also long been a sore point among minority ethnicities like the Chinese and Indians, who feel as if they are continually being treated as second-class citizens even though born and raised locally.<br /><br />Many have long questioned the federal government’s retention of affirmative action policies, which they claim benefit only the Bumiputera majority — and in particular the Malay community — long after their original purposes should have been achieved.<br /><br />Saifuddin acknowledged the need to migrate from race-based affirmative action to one that is needs- and merits-based.
