Buying Undercons with 100% loan

Hi guys.

I have a question. I'm buying an undercons property and i got a 100% loan.

The SA gave me a discount / rebate up to 12%.

But apparently they told me that they will not refund the 12% to me and will only refund upon VP which is 4 years from now.

Was planning to use the extra loan to pay stamp duty and some legal fees.

So basically the developer will hold my 12% for 4 years until VP and they said this is normal for 100% loan.

My question is, is this normal? because my first thought was the bank will release 20% to the developer for the first progress payment and then developer will refund the sum of the discount amount to me.

What i need is the most stable speed as my nature work sometimes requires me to remote my customers overseas.

Are there any package that provide something like dedicated speed for corporate?

i checked the website and called their Maxis helpline and they told me their corporate packge not much different from the normal package. Corporate dont need upfront payment only. Other services are the same.

Are there any better package im not aware of?
