Broadband, The Modem is already in Use.

Hello,
Im having problems connecting my broadband to the internet, when I press the "Connect" button here is what pops up;

The modem (or other connecting device) is already in use or is not configured properly.

How to fix this problem, is it the COM PORT problem or the driver?
I've tried doing;
1. Tried installing the software+driver to other laptops and it works fine.
2. Tried changing different modems and installed the required driver but ends up not able press the "Connect" button at all.
3. Tried Uninstall/Reinstall the software/Driver.
4. Disable/Enable driver from Device Manager.
5. Tried Doing a Recovery system but unfoooortunately the recovery system goes as far back the first time I've tried installing this device.
6. Tried disabling Anti-Virus
7. Tried installing old version of Mobile Partner but it seems like it didnt detect the device and a pop-ups saying "Failed to find Port" when installing Mobile Partner 2.3 .
*This laptop used this broadband before 1-2 months ago.

Here's what confusing me,
I tried uninstall all of this driver, but when I reconnect the broadband it revert back as before.

Help me,
My laptop automatically restart after I shut down.
It will only restart if I plug-in the charger, If I unplugged it, the shutdown works perfectly.
What should I do?
I dont think it got anything to do with BSOD or watsoeva..
I tried shutting down while the laptop is connected to charger.. everytime I shut down.. yes, it does shutdown, black screen and all, but after 2-5 sec, the laptop restart itself.. HELP plz..

I often see people sell dell stuff way cheaper than the online price,
Just checking if I could save up some money rather than directly ordering it from Dell

HDTV as PC screen

Im using Dell Inspiron 530 (I think).
I want to use HDTV as screen, but I noticed Inspiron 530 cant use HDMI.
So, is there anyway that I can connect it to the TV?

Phone no signal/line?

Um, well, Im not sure if this is the right section , sorry if not*.

I've been using it for 2 years and a half already.
Since January, my phone cant receive any signal/line in my house, and some times zero signal when outside too.
Imagine this,
Someone was calling you now, and only 2-3 days later you receive a message telling 1 Missed call.
My inbox was full of it. *new record*
And SMS, you were supposed to received it today, but you only get it around tomorrow or next week.
If Im trying to call someone, the signal suddenly comes to live, 3-4 bars maybe? While having a conversation, it's suddenly cut. WTF?!
Frustrating!

My brothers and parents phone seems to be working fine, everyone is using Maxis Line.
So, any idea how to fix it?
The last time my dad tried sending it for a fix, it cost around 100-200 (cant remember), which is expensive,
considering my phone is cheap. Need to fix for 120 the last time I messed around with nokia software. Oh the Horror!.
Is it fixable under RM50-70 or such, or should I just go for new one?
Any idea what is causing this problem?

Record Video from TV

Is it possible?
To record an astro Channel or any other video using a camcorder?
Im currently using Canon DVD Camcorder DC20..
Any clue or is it just impossible?
Give some guide if possible

Monitor Error

Hey,
Um, I got this monitor that recently ended up with some problem.
The thing is, it's quite hard to describe it.
All i know is,
the light on monitor switch on/off button usually shows yellow when CPU on right?
Orange when the CPU is turned off.
(common monitor)

But this time, the monitor kept blinking yellow on and off non-stop.
(The only clue i got)
Tried switching on the CPU, but the screen remain blank
I also tried switching the power plug,re-plug, trying the CPU with another monitor(2),
so, I can confirm the monitor is actually the one with problems.

Just now I've tried sending it to some computer shop nearby for check-up,
they said, people usually buy a new monitor.

So, Is the monitor really dead? or is it fixeable..
