PC monitor recommendation questions

Hello, I would like to ask regarding the monitor recommended from many experts here.
First it was the Viewsonic VX2423W 23.6" LCD RM579
[cant find anything..]

But I mainly see a lot recommending
Dell U2311H RM709 (http://www1.ap.dell.com/my/en/business/monitors/monitor-dell-u2311h/pd.aspx?LYN=monitor-dell-u2311h&s=bsd&cs=mybsd1#reviews)

I went to research this and found out it was reviewed to have good price for its IPS tech. However, I notice that it has 8 ms pixel response time. Wasn’t this bad for gaming as the typical should be 5 ms while some gamers recommend 2 ms?
Also, people have been complaining it has some serious bleeding issue. Is this important an important cons?

Gaming PC recommendation/guide for sc2

Hello, I would like to build a powerful yet value for money PC. I am pretty clueless when it comes to PC but I’ve done my research. I’ve browsed around to check recommendations and really amazed by the forumers here who willing to share. I would try to include as many supporting references for each parts but I know things may be different as a whole. So… please guide me

1. STATE your budget – RM 4k but flexible
2. STATE the parts that you wish to re-use - Standard keyboard, DVD drive, Windows 7x64 professional
3. STATE your purpose – Multipurpose (Surfing Internet, Watch videos, Downloading etc) but mainly for Starcraft 2. Does not mean setting aside future games etc.
- 3a. If computer gaming (STATE the game) - Starcraft 2/Online etc
- 3b. State the monitor you're using and also gaming preference (do you mind not playing in full detail?) – Trying to get the best out of the specs and price
4. STATE your intended purchase date – ASAP but due to time constraints, maybe after 1 or 2 month. I know things will change with time but I believe it would be better to get the overall rough idea and do some modifications when the time finally comes.
5. STATE your preference (AMD or Intel, ATI or nVidia, must have MSI board, monitor must not be LG........whatever) – A PC shop told me Intel has slightly better quality but would change to AMD if needed. A lot of people also mention that nVidia GTX460 now has one of the best price to performance ratio. It was also recommended by HDstarcraft (youtube) and GameAxis (Aug, pp. 60)
