VIP5 streaming Twitch

Never have any problem streaming in High quality in my workplace and my friend's that is using VIP5 too,

but when i stream at my home that recently installed VIP5, even in Medium quality it buffers every 10-20 seconds.
I need to drop down to Low for smooth streaming.

Any reason why ?

If i reached the quota and my speed will be capped to 128kbps , can i still continue gaming with no problem?
