Samsung Galaxy Ace GT-S5830

I have a Samsung Galaxy Ace GT-S5830 used in China last week and I am unable to find a network here. Even when I search for one & try to connect "china mobile", but the network shows " no network". So my fren used his blackberry with my sim card manually set, then i can make outgoing calls & received calls.

Is it my problem because of the roaming I have used? Or is it the phone roaming setting problem?

Actually what model is the latest & suit for a little girl use?
Budget is below RM 1,000.00.

Last week i go shopping to have a survey. Im decide to buy a webcam.
I saw most of the shop sell 1.3 MP. Do i really need more than 1.3 MP?
What should i consider about the webcam? Should i consider for the MP to have clear vision?
