[HELP} cant surf the internet~

Now i am using a belkin 4 port router, as there is 3 users connected to the router. I am one of them. But my problem is, they all can surf the internet and access to the lan, only me got problem for accessing the internet but no problem for the lan. when i want to surf any website, it always occurs timeout errors, and even i launch the bit comet program, it will pop out that " cant listen to my port 12345 ", seems like all my ports is blocked or what?? Even is i ping the www.yahoo.com also timeout.
Can anyone help help@??

lol..my lastest bandwidth reading is: 3.00kbps@ hahaha

tmnet had made a report for me last thursday lol..so i called them today to check how's my problem going on..then they told me they will reset the port for me..so after a while a technican called me and asked me to reset modem, wait for 3o minutes la..blah blah.then i did whatever he told me lol..then after that i do the checking again, improved a bit, highest is 224kbps, then after a while ( about 2.30pm) , connection become slow..i checked again, ops..result = 10.12kbps hahah wat a joke,...i called them again then they told me will check again lol..so from 2.30pm until now..can u believe it, my bandwidth so stable..running below 80kbps lol....i takes me 2 minutes to upload this 36k pictures hahah@@

i configure the port-forwarding and my BT can run well~ but after a while i cant surfing but my BT is running smoothly~ quite weiry? is it related to ping timeout or setting problem? BT running smoothly but i cant do surfing~~
any solution!? anyone can help? lol..been tired of restarting the modem for times per hour lol
