What problem at my Dell E207WFP

It can be turn on, but after 1sec will dim down to maximum(if notice carefully, still able to see the image in the dark screen),
the screen will shown again if repeatly on n off the power.

Anyone could help me what is my dell 20" LCD problem? Whether is Backlight faulty? Capacitor? or others?

I going to buy the parts and replace myself, as this is the spare monitor.
