claim diminished car value

Involved in an accident recently. The accident is not my fault (have police report to prove).

Upon inspection from one of your inspection office from, I was told that a repair to the chassis of the car is required where the rear left chassis frame need to be replaced.
This is done by cutting the effected area and welding in back a new piece. By doing this, the value of the car will decrease.

I asked the insurance company to total the car but they say the difference in repairing cost and totaling the car is very big so they cannot proceed with my request.

My question is can i claim the diminished car value after repair from the insurance company?
How can i do this?
