The background to this is that the new Socialist President of France, Hollande, has insisted that high income French people must contribute more in these tough times. A 75% income tax rate over €1 million a year in income. Depardieu demurred and moved out of France to Belgium where the tax rate is considerably lower.

What Putin has done is of course just quite magnificent trolling. Trolling in international diplomacy which is to be admired for its sheer chutzpah. For of course Depardieu didn’t apply for Russian citizenship. Nor (unless he’s got a great deal less sense than I give him credit for) is he going to go and live there. But it does provide the opportunity for everyone writing about this, like me here, to point out that Russia’s top income tax rate is 13%. They have a flat tax system you see. Just a straight 13% of income after the personal allowance.

And the most notable thing about the introduction of that system there, down from the almost impenetrable Soviet tax system, is that revenue collection went up when this low rate and simple system came in. It just wasn’t worth lying and cheating to dodge the tax system any more. Just declare all your income and pay that small percentage over.

True, it’s exceedingly doubtful that a 13% flat tax would increase revenues in the US or UK. But it’s certainly an experiment that I think it would be fun to try.

A film based on the video game Metal Gear Solid is in development
After years of rumours and aborted projects, a Metal Gear Solid movie has been officially announced. Columbia Pictures has taken on the hit video game series, with Avi Arad set to produce.

The Metal Gear games have long been acclaimed for their cinematic qualities, and series creator Hideo Kojima is a self-confessed movie geek. However, attempts to bring the futuristic stealth adventure to the big screen have so far failed.

Boogie Nights and Moneyball producer Mike De Luca was working on an adaptation back in 2008, but that fell through two years later.

The latest attempt was announced at a celebration of the series' 25th anniversary in Tokyo on Wednesday. According to US game site, Kotaku, Arad, who founded Marvel Studios and produced the hugely successful Iron Man and Amazing Spider-Man movies, took to the stage during the event to announce the project.

He told audiences that he saw video games as the comics of today, and that Columbia would take its time to ensure its movie captured the nuances of the Metal Gear universe.

Game adaptations do not have an illustrious history – to put it politely. From the risible Super Mario Bros and Street Fighter tie-ins of the early nineties to the excruciating straight-to-DVD travesties of German director/producer Uwe Boll, video game licenses have often been seen as a quick and easy way to make cash.

However, Hollywood has made many many millions over the past five years by taking comic books seriously – and now that it is running out of major superhero characters to bring to screen, it may well turn its gaze to video game brands.

Arad already has two other big game adaptations on his books: the action adventure Uncharted and the sci-fi shooter inFamous.

The Metal Gear series, which started out on the cult MSX computer in 1987, but became world famous when it hit PlayStation in 1998, would seem to be highly suitable for movie adaptation.

The games are known for their long cinematic story sequences and film references. Plus, the convoluted plot, which involves espionage agent Solid Snake battling terrorist groups and rogue government agencies, is ripe for a long-running movie franchise.

Currently, the Metal project has no director and no actors attached, although Kojima expressed his admiration for Christopher Nolan. That may well be wishful thinking.

Laptop screen problem

Hi,

My laptop is an old Compaq v3839tu. I'm certain that this is a hardware problem. No problem with windows or any software at all. In a room with low light I can see that everything worked perfectly, only the backlight seemed to have dimmed so much it's not possible to see anything on the screen in a fairly lit room.

The warranty has expired. I'd like to ask how much money do I need to prepare to fix the screen, if it can be fixed? Should I send it to HP service centre or will be cheaper to have it done in other IT shops?

Connected to router, but cannot access internet

Hello guys, I've been having this problem for the past 3 weeks and still can't solve it. My situation:

I cannot access internet to my router wirelessly, while internet connection through LAN cable works flawlessly. Each time I tried to connect wirelessly, the status is always "Limited or no connectivity" while I'm sitting next to my router all the time. So far I've done the following to no avail:
1. Restart router. On/off and restart at the router configuration page.
2. Disable firewall
3. Reinstall driver for the network card.
4. Reinstall tcp/ip and winsock (command: netsh int ip reset resetlog.txt/winsockxpfix.exe)
5. Fix using the software Winsockfix.exe.
6. Reinstall Windows XP .

In addition, I tried an external wifi USB adapter and still can't get connected to internet!! So frustrating. . I had no problem with this before when I used Vista, but this problem started the moment I installed XP. Last resort is to revert to Vista, but I hate Vista with every fibre of my being .

So anybody has got any clue to what is the real problem? I'll be eternally grateful if any of you guys can help me troubleshooting this mess. Thanks.

edited: I tried to enter static IP into the tcp/ip thingy. I copied the ip and dns addresses when I'm connected to the internet via LAN cable and put it into the wireless IP & dns address properties. Bam! connected to internet but cannot surf!! lol. OMFG I'm so desperate for a working solution now before I take the plunge to install the sucker called Vista .

Folder Lock

Hi everybody!

I have a problem with my windows, seems like there's a problem during startup and the only solution I see now is to format the hard disk since reinstallation didn't work.

Now my problem is, I have the software Folder Lock installed on my laptop and there are a couple of important files locked in the Locker folder by the software. Before I format the hard disk I would like to recover the files. I already tried connecting the hard disk externally via USB to transfer the file, unfortunately the folder is locked and cannot be unlocked (under the protection, the folder is invisible).

Anybody know the solution to this problem? I accessed the application in the Program Files folder and tried to uninstall the program but it says that I didn't have the permission to do that.

Any help is greatly appreciated. Thanks in advance.

My bad, I didn't use surge protector for my lappie. While I was sleeping the lappie got struck by lightning . I heard "pop" then it went dead. When I tried to start it just goes blank, then shut down automatically.

My lappie is 2 months old, still got warranty (1 year). I suspect the mobo is dead. My question is, does my warranty cover this type of case? If yes, how long do they take to fix this problem if I send it to their service centre?
