need help with Excel

Okay, how should I start.
I have two files.
Both A and B file has unique ID, just that B has it in row and A has it in column.
I wanted to use Hlookup to pull out the value and return it in File B if the criteria is met (column > 0) but it does not work.

File A

so my result should be something like this but it is not happening.

I have around 8000 rows so initially thinking of using ifs but i feel it should have a better way then using ifs
Can someone help me?

Or is it taking special specific courses is better than having a degree?

using a acer notebook...unable to connect to wifi channel.
previously able to connect.
it able to find the channel but then when double click to connect..it run half way and drop off.
i've tried reinstall driver but still the same.
Anyone here can help me??

I've just upgrade my PC to win7 and realized the netgear wg311v2 driver doesn't support win7. I realized it can be installed by selecting the support type, i've selected winxp(sp2).
it did installed finish but it unable to detect the wifi router in the house.
anyone know the solution to this?

Im not sure is the way i've installed it,done wrongly or what. I've tried uninstalled and reinstall but still same and also did repaired the network connections but still failed.

Problem details
Problem description: Using direct connections to modem, and dial manually thru dialer. but after 5 or 10 minutes, webpage suddenli cant load, saying dont have this web page, where else msn is still on or sometimes it is off. DSL light is stable so why it still dc?
Is there any setting needed in the modem or something else? Is this modem model stable?

Problem details
Problem description: I can't get my router to connect to the modem although i've set the modem to bridge mode and disable the dhcp as i wan the router to do the connections and stuffs. Should there be any blinking light at the "Ethernet" if i've plug in the router to the modem because mine don't have any light at all.

Something deal with IE

I have an old pc running on window 2000. The IE s 5.0 which is very low and some websites cannot open so i plan to upgrade it to 6.0. I've download the installer and install. It asked me to restart so the installation can be complete but after restart, nothing happen so i assume it's already upgraded but i checked my IE, it is still version 5.0. I try microsoft update but it still pop up, asking me to restart my pc so that the installation can be complete. I dont know what should i do. Can anyone help me? Thanks!
