Apartment Dirty Water

Hi guys, moved in to my subsale apartment a year back. Replaced some internal piping but not all. Water pressure is really strong but the water is muddy/rusty. I have a Cuckoo filter for drinking and cooking.

In order to clean up the overall water supply, which of the following would help?

1) Just install an outdoor filter
2) Just replace old piping from meter to tank (rusty metal to PVC?)
3) Install outdoor filter AND replace piping
