KUALA LUMPUR: Malaysian-born UK-based trainee surgeon Dr Nur Amalina Che Bakri has joined a team of scientists at Imperial College in London to find a vaccine in the battle against Covid-19.

Amalina tweeted that she was involved in recruiting healthy volunteers based in the United Kingdom to facilitate the vaccine trials being conducted at the Imperial College’s National Institute of Health Research (NIHR).

“The first of the UK vaccine trials has started at the NIHR Imperial Clinical Research Facility @imperialcollege, led by Dr Katrina Pollock.

“I’m involved in recruiting healthy volunteers and vaccinating them over the next few weeks,” Amalina said.

Pollock is a senior clinical research fellow in vaccinology and honorary consultant in genitourinary and HIV medicine at Imperial College London and Imperial College Healthcare NHS Trust.

Amalina said: “This is one of the two candidate vaccines that we will test at Imperial College. Great effort from Imperial team and very excited to see the outcome.”

Amalina added that it is “a collaboration study with Oxford. Imperial and Oxford are both testing the same vaccine. It’s a multi-centre randomised controlled trial”.

She also shared @ImperialMed’s tweet requesting for voluntary participants.

Meanwhile, UK Health Secretary Matt Hancock tweeted: “The first human trials for vaccines begin in the UK on Thursday (April 23). We’re giving the two leading UK vaccine teams at Oxford and Imperial all the support they need to make it happen.”

According to an article by Imperial College, the UK government will provide £22.5 million (RM121 million) to fast-track Imperial’s development of a coronavirus vaccine.

India charges Muslim leader

India has brought charges of culpable homicide not amounting to murder against the chief of a Muslim seminary for holding a gathering last month that authorities say led to a big jump in coronavirus infections, police said on Thursday.

The headquarters of the Tablighi Jamaat group in a cramped corner of Delhi were sealed and thousands of followers, including some from Indonesia, Malaysia and Bangladesh, were taken into quarantine after it emerged they had attended meetings there in mid-March.

Police initially filed a case against Muhammad Saad Kandhalvi, the chief of the centre, for violating a ban on big gatherings but had now invoked the law against culpable homicide, a police spokesman said.

“Delhi police had filed a first information report earlier against the Tablighi chief, now section 304 has been added," the officer said, referring to culpable homicide in the penal code, which carries a maximum punishment of a 10-year prison term.

A spokesman for the Tablighi Jamaat group, Mujeeb-ur Rehman, declined to comment saying they had not confirmed reports about the new charges.

The Tablighi is one of the world's biggest Sunni Muslim proselytising organisations with followers in more than 80 countries, promoting a pure form of Islam.

Authorities said at the beginning of the month that a third of the nearly 3,000 coronavirus cases at that time were either people who attended the Tablighi gathering or those who were later exposed to them.

India's tally of coronavirus infections has since jumped to 12,380, including 414 deaths, as of Thursday.

In the coronavirus hot spot of Delhi, 1,080 of its 1,561 cases were linked to the group's gathering, according to the city government data on Wednesday.

The Tablighi administrators earlier said many of the followers who had visited its offices in a narrow, winding lane in Delhi's historic Nizamuddin quarter were stranded after the government declared a three-week lockdown, and the centre had to offer them shelter.

Critics of Prime Minister Narendra Modi's government have cautioned against fanning communal tension by laying the blame for the spread of the coronavirus on the Muslim group.

Officials have rejected suggestions they were unfairly targeting the Muslim community, but said they had to rebuke the group because it had behaved irresponsibly by ignoring social-distancing rules.

The Tablighi was also linked to a surge of cases in neighbouring Pakistan where it cancelled a similar gathering, but only at the last minute when thousands had already arrived at a premises in the city of Lahore.

A gathering organised by the group in Malaysia also led to a surge of cases there and in several other Southeast Asian countries.

Pakistan has recorded 6,505 cases according to its latest data, a jump of 520 over the previous day. About 60 percent of Pakistan's cases load was linked to the Tablighi or were people who had gone on religious pilgrimages to Saudi Arabia and Iran, officials said.

The Monetary Authority of Singapore (MAS) has launched a $125m support package to boost the growth of financial institutions (FIs) and fintech firms amidst the economic slump, effective today.

Funded by the Financial Sector Development Fund (FSDF), the relief will support workforce training and manpower costs, digitalisation and operational resilience, and the enhancing of fintechs’ access to digital tools.

The regulator will allocate $90m in boosting workforce training, which will cover a new Training Allowance Grant (TAG) to spur firms to upskill their employees during the downtime, and is also available to citizens and permanent residents working outside the financial sector.
It will grant allowances for courses accredited by the Institute of Banking and Finance (IBF) at $10/training hour for self-sponsored individuals and $15/training hour for those sponsored by financial firms.

MAS and IBF will also raise course subsidies for IBF-related courses to 90%, and double the salary support for FIs to hire citizens who are fresh graduates or workers from other sectors and place them into talent development programmes under the Finance Associate Management Scheme (FAMS).

The remaining $35m will be allotted to a new Digital Acceleration Grant (DAG) to bolster the digitalisation of smaller FIs and fintechs through two tracks: the Institution Project Track which supports 80% of qualifying expenses for digital solutions up to a cap of $120,000 per entity, and the Industry Pilot Track which will fund 80% of qualifying expenses of any partnership of at least three firms with a cap of $100,000 per participant.M

Moreover, MAS will provide all Singapore-based fintechs with a six-month free access to API Exchange (APIX) and will partner with the Singapore Fintech Association to build a new digital self-assessment framework for Outsourcing and TRM Guidelines for APIX.

Infosys employee who was arrested for urging people to spread coronavirus was following Zakir Naik, says report
Mujeeb Mohammad (L) and radical Islamist preacher Zakir Naik, image via Twitter

The Infosys employee in Bangalore, who was arrested by the Police for urging people to spread the Wuhan Coronavirus among the population, has turned out to be a fan of the radical Islamic preacher Zakir Naik, Deccan Herald has reported. Mujeeb Mohammed had written in a post on social media, “Let’s join hands, go out & sneeze with open mouth in public. Spread the virus.” Later, he was fired by his employers as well.

Mujeeb has been charged under IPC sections 153A (promoting enmity between different groups on grounds of religion, race, place of birth, residence and language), 505 (statements conducting to public mischief), 270 (a malignant act to spread the infection of disease dangerous to life) and 109 (abetment, if the act abetted, is committed in consequence of the abetment).

A police officer has reportedly said that Mujeeb Mohammed followed Zakir Naik on social media and watched, ‘liked’ and shared the Radical Islamic preacher’s speeches. “He is into the habit of posting messages that hurt the religious sentiments of other communities,” the officer claimed. Another of Mujeeb Mohammad’s posts says, “My stun gun is ready-killing dogs”. Mujeeb Mohammed’s post urging people to spread the virus had created quite the furore on social media. Netizens demanded strict action from Infosys, adding that such people are a threat to society. Mujeeb was subsequently apprehended by the police.

Zakir Naik has been the inspiration for many radicalized individuals in recent times. The National Investigation Agency (NIA) had said in October last year that most of the 127-odd terrorists arrested by security agencies in India for suspected ISIS links were inspired by the speeches of the radical Islamic preacher currently living in Malaysia.
