Need help on the final 5% payment to the developer

Hi,

I've bought a house in Kepong last year and unfortunately the house is in bad condition even though is is a brand new house.
There is also a lot of defects which I already complains to the developer but they did not reply and did not send anyone to fix the defects as the house is still inder their warranty.

I've been told by someone that there is the final 5% of our loan hasn't been paid to the developer before the warranty period ends and that since the developer is not replying and not fixing the defects, I can somehow stop the payment of the 5% to the developer.

Is this true? And if it is true, how do I do this as I am really frustrated with the developer.

Hi. I'm curious to know what exactly is RSS and how does it works>
I learn from some site that malaysia do have such thing but dun really understand how it works.
Can someone please educate me on this?
