How to proceed ACCA study/ certification

Hi all,

I have been working for around 10 years in Engineering field,
and I am a degree holder (in Electrical) in local U.

I wish to study for ACCA as a professional accountant.

How should I start with?
I visited accaglobal website,
there is possibility to exempt certain papers?
Reading the explanation in this webpage,
seems that I should register as a student 1st,
and submit whatever cert that I currently have.
Is this the correct way? And is there any fee for such registration (as a student)?

Also, ACCA papers include of F paper and P paper...
It is necessary to finish all these papers?

To become a professional accountant,
even though all papers are finish,
we still need to have at least 3 years working experience at accounting firm, right?
in order to get a membership in MIA?

Sorry, I am still searching for relevent info,
it would be appreciated if someone could answer these questions.
