3DS XL/LL charger issue

Not sure this is the correct place to ask, but i did some research on the net, but that confuse me more
hope all the sifu here can help

I have a japan 3DS XL recently, so could i use local adapter to charge ? what is the correct voltage to use ?

found a seller at LYN selling normal 3DS charger (In =230 - 50Hz, Out 4.6V - 900mA) at RM45
so can i use 3DS charger to charge 3DS XL ?

the shop nearby my house got sell 3rd party 3DS XL charger which cost RM25, anyone here using 3rd party charger? are they reliable ?

Help with horizontal scrolling

just like the image above, dunno wat i have done but i cant scroll horizontal in the window explorer
i try my mouse on another pc it work normaly in tat PC
then i try another mouse to my PC, it cant scroll oso
normal up and down scrolling no problem at all

what is the problem and any solution ?

When i trying to load a page
google chrome will download a file ( forum.php ) instead load the page
it start like this from yesterday
cant fix with reinstall google chrome
any way to fix

i can tick a setting some how tat is fit all the resolution to the screen in my previous TOSHIBA ATI gc laptop with CCC
but now mine N53SN with Nvidia gc i dint found this option in Nvidia control panel
so any sifu can help

my purpose using tis laptop is writing assignment,gaming (can ply sim3 n etc) ,a lot of multitask
budget below 3k
