3com router problem

Personal equipment
Modem: lucent cellpipe
Router: 3com
Firewall used: built in firewall in router.

Problem details
First occurence of problem: after changing from dlink to 3com
Problem frequency: continuous
Problem description: when entering fixed IP into IE, it displays the 3com router configuration page instead of the hosted web page. but if i key in my fixed IP from any where

i just bought a new 3com wireless broadband router with 4 port switch, and hooked it up to my streamyx fixed IP connection.

now my problem is this, previously when i was using my dlink router i've configured the router to forward the http port to my webserver (lets say port 80 forward to 192.168.1.10). and when i key in my fixed IP (lets say 219.129.139.149) in IE i am able to view the webpages.

i've configured the exact virtual server setting in the 3com router. however from the internal LAN i am unable to access the webpages by keying in the fixed IP, instead when i key in the fixed IP in IE it displays the 3com router web login page.
but from external IPs, my clients are able to access the hosted webpages by using the fixed IP.

basically the scenario is like this.
when using DLINK
from office PC - key in http://219.120.139.149 - successfully see webpage
from office PC - key in http://192.168.1.10 - successfully see webpage
from office PC - key in http://www.abcd.com - successfully see webpage
from office PC - key in http://192.168.1.1 (router IP) - see router config page

but when using 3com
from office PC - key in http://219.129.139.149 - see router configuration page
from office PC - key in http://192.168.1.10 - successfully see webpage
from office PC - key in http://www.abcd.com - see router configuration page
from office PC - key in http://192.168.1.1 (router IP) - see router config page
from internet - key in http://219.129.139.149 - successfully see webpage
