Water leaking repair

I saw water leaking mark in my newly received subsales house, as shown in pic.

May I know is this serious, where is the water coming from? Will developer conceal the piping underneath the pillar?

Piping from upstairs or water diffusion from the attached bathroom?

Behind the water mark, there is a box up above the toilet bowl.

How should I repair this?

This discussion is with regards to a new housing area (aka Taman) that already has residents living.
The security guard house is electronic smartcard tagging type.

So if one is buying a subsales new house that is not yet renovated, is he obliged to pay the security fee when the renovation is on-going?

Or only pay the security fee when he moves in and stays in? What if he stays only once a while?

Also can a resident ignore the security fee whilst others continue paying for the security fee? apart from being unethical / bad reputation, will there be any consequences or action being taken etc.

Hi All, understand legal fee & stamp duty is being imposed on SPA and loan for subsales property, the SPA stamp duty being the biggest amount

Would like to ask is legal fee and stamp duty applicable to new launch property as well? cuz normally new launch gives free SPA, free legal fee bla bla.. ?

Also what is MOT fee? applicable to new and subsales?
In my lawyer quotation, it mentioned Stamp Duty on MOT...a bit confused with Stamp Duty on SPA
