what is the procedure of loan approval?

recently got de loan approved for a property. while signing the offer letter, the officer informed that they will send a valuer to value the house & the bank will charge me the cost incurred.

just wanna find out wat is the procedure on the loan approval. if there will be a valuer, why it is not before the loan approved? according to the officer the loan will reduce if the valuer claim that the property is less than our purchase price.

as the offer letter is signed, im bond to the bank's valuer, n if the valuer gives wrong estimation i do not have chance to seek for 2nd or 3rd opinion.

pls advice thx.
