Project : GPS tracks friend

i'm thinking about GPS for my final project .
first of all . my idea is , like the google map in android , you can enter friends phone number and then it will use the google map to keep track on your friends .
my question is , isit possible to do it ? by only GPS or by GPS + cellphone tower ?
we , normal people can access to the cellphone tower to get the location ? or if that person using a GPS-enabled phone , can we track it ?
is GPS antenna inside phone has something like "mac address" for the network card , so we can track the name or whatever of it ?

pros please comment and give suggestion , because i have no idea where to start how to start what to prepare what to use.
maybe someone can brief me on this ?

not sure whether this is the right place to ask

i was thinking to port things like touch n go into a simcard .
does simcard includes rfid chip ?
if it is , after porting touch n go into simcard , the simcard will still working ?
and if all of these is working , what kind of equipment i need ?
i've totally no idea of this so i need all the pros here to help

my code as below

from the code above, a LOG file with date inside it will be created.
now what i want to do is retrieve the date inside the log to replace my computer's date
(either the date inside the log file or the log file modified date)

basically this batch file is run when windows start
and it will check for a date that i set.
for example the batch file is set to 1st jan 2009
any clock before 1st jan 2009 will pop out a message or somthing like this

for example userA runs abc.exe
when another userB switch to his own account, the abc.exe will not be running or in the background of UserB

G card connect to Belkin N1 router

Problem details

Problem description: helping friend to ask the question here, he's currently not in malaysia.

er everything works fine when using here, can connect to the router and the speed is ok .
after change to belkin N1 router, the speed seems become very slow with the wireless but the speed is if connect by using cable.
is it the setting problem or router problem ?

i have a logout button , once click, the page should clear session and redirect to main page .
but now the problem is my webpage build with frames. if i use redirect , only will redirect 1 frame, so i decided to use refresh
anyone know the asp code for refresh page?
or anyone got idea how to redirect all the frames to the 1st page ?
