How to get speficic PPP Adapter I.P. Address?

First off, I'm using an Aztec modem which is directly connected to my PC (no routers, etc.). And I have to manually connect to the Internet (by entering the username, password of my Streamyx account). And I'm using Windows Firewall.

So I just found out that the speed of my Streamyx connection depends on my PPP Adapter I.P. Address. If I get an I.P. Address that begins with 118.xx.xx.xx, the speed will be fast. If I get an I.P. Address that begins with 60.xx.xx.xx, then I'll have a slow connection. The problem is, most of the time I'll get the shitty 60.xx.xx.xx address.

Is there anyway to make sure I always get the 118.xx.xx.xx address? I tried the whole swith-off-modem-wait-5-minutes-switch-on-modem trick, but it rarely works. My Ethernet Adapter Local Area Connection is static by the way.
