Recently my neighbor started renovation and yesterday I chat with one of the Indonesian worker that renovate the house and he said they going to build 3 storey with rooftop concrete slab garden at 4th floor. My place was under MPAJ. Originally is 2 storey.

Is it legal?
Currently it done second floor concrete slab, I need to make my complaint to MPAJ now? or wait until it complete third floor slab?
It is not my house but my dad, my dad doesn't know what to do so I find out some answer from internet.
