can 1storey semiD be converted to 2 storey

i own a single storey semi-detached house, 3204 sq feet land, in chee seng garden, tg bungah, penang. i think the house is at least 40 years old and looks rundown but generally condition inside is still reasonably good.

i intend to do some extensive renovation for the house before moving in. one of the things i am planning to do is to convert it to a one and a half storey house or a double storey house once and for all, with a flat concrete roof to allow space for a rooftop garden. however, i noted that all, if i am not wrong, houses in that area are single storey or maybe have a small attic, at most.

1. will i be able to obtain permission to convert a single storey to a 1 and 1/2 or double storey from the authorities?

2. will i need permission from my adjoining neighbour, as any renovations will bring about noise and dust?

3. will the overall structure of our (mine and my adjoining neighbour's) houses be affected/compromised as it will now be a 1 and 1/2 or 2 storey house attached to a single storey one?

4. if i choose not to do any foundation works or piling again (due to financial reasons or to avoid damage to my neighbour's house), will the existing foundation be able to at least support a 1and 1/2 storey house? what if i choose to use wooden flooring to reduce the weight of concrete floor?

hope for your advice as i can find very little information on this. one hardly see any single storey houses anymore as space becomes more important. thank you!!
