Celcom Agent Double Team Advance Payment Scam?

Here is my Story:

I went to Celcom BTS Ground Floor @ 30 May to MNP my number to Celcom Basic 38. The sales person told me I need to pay RM38 and it's advance payment fee for the package. So I just pay the RM38 and got a receipts and the receipts is issue by Double Team Station (M) Sdn Bhd.

Everything is work perfectly and my number is ported to Celcom within 2 days.

But due to some quality issue, I decided to MNP to other telco after 1.5month usage.
After that I realize the RM38 is not credited into my Celcom account (never indicate in statement) and I start wondering and the call center person ask me go back to the branch to claim back, unfortunately when I reach the branch the PIC told me that the owner is change and it's not longer host by Double Team, they ask bring the receipt to Celcom Jalan Ampang for further action.

So I went Jalan Ampang Celcom and being told that I need to made police report to Double Team and submit the report to them. Oh goosh, seems I am conned by Double Team and my advance payment is not credited to my account. Before I go make police report, I have few question regards this and would ask for opinion:

1. Is there anyone here sign up your package with Double Team @ Berjaya Time Square? Did you guys pay any advance payment on the spot?
2. The chances of I getting back the advance payment would it be higher if I made Police Report?
3. My Celcom billing cycle at 13th each month and I submit my MNP request to exit Celcom @ 12th and the next day Celcom only accept but they charge me 1 Month of usage, can I ask them to prorate, juz few hours usage only and I don't think I should pay the full amount.

I am so disappointed with network quality and also the charges. I use only 1.5 Month but after calculate I pay almost RM150+ (additional call charges less than RM5)

1st payment to Double Team - RM38
1st bill RM10 stamping
2nd bill RM46.4 (Billing cycle 13rd Jun - 12nd July)
3rd bill RM58.47 (Billing cycle 13rd July - 12nd Aug + prorated from 30 May - 12 Jun) 13rd July already MNP to other telco but still insists to charge 1 Month usage.

Guide how you read your power bank
1. A lot power bank is over rated!!! This is for sure, ,market there is a lot 30000mAh or even 50000mAh, it would easily weight more than 3KG but in fact they look slim and small.
2. Most of the supplier will show the capacity @ 3.7V rating (including PINENG as well) but most of them never mentioned about it.
3. What different between 10000mAh @ 3.7V and 5V? To be frank, total capacity is calculate by A x V, so it's about 10Ah x 3.7V = 37Wh
4. But our USB charging output is 5V, so when you discharge your power bank to your mobile, it will go thru a process of conversion, from 3.7V and boost to 5V, from manufacture specification (PINENG) their conversion rate effeciency is up to 90%.
5. So the total capacity of the power bank 37Wh x 90% = 34Wh and the actual output is about 34Wh / 5V ~ 7000mAh - 8000mAh REAL output
6. If your phone battery is 2000mAh, you can charge your phone around 3-4 times.

The capacity might also affect with a lot of reason e.g.
a. charging cycle
b. working temperature
c. overate while the capacity rating is working @ 3.7V but not 5V
d. IC board in the power bank

So next time ask your seller, 10000mAh is 5V output or 3.7V output!!! it's very important and that's why powerbank now getting cheaper because they change the capacity rating by "tricking" the consumer.
