Will there be an FPS drop when using a "ayam brand" PSU ( No brand or just enuff to power the card ) on a high end graphic card?

i have a HD4850 from gigabyte. But Gpu-z tell me a different story.
Gpu-z show 48gb/sec memory bandwidth instead of 63gb/sec. can sum1 rectify this pls?

Im thinking of buying ATI HD4850 graphic card, but i have a few question b4 doing so. My current pc setup

AMD X2 4000+
Gigabyte GA-M61SME-S2 (rev. 2.x) NVIDIA® GeForce 6100 / nForce 405 chipset
WS 160GB harddisk
2Gb kingston ram
I-cute 480w true power PSU

Will the above mention bottlenecked the performance of the HD4850? if so please state which hardware do i need to upgrade.
