Credit Card Final Balance Dispute

Hi can someone advise me whether you have this experience and whether i can & how to complain to bank negara.

I had a credit card with a local bank, few months ago i called and cancelled. After 1/2 weeks i called them up to check the final balance and i paid immediately the mount i was told. Now after few months, i check my statement posted to my hometown, the bank kept charging me late charge fee RM10 every month for the balance unsettled. Moreover the 18% per annum for the remaining balance.

I called them 3 times tonight an was very frustrated with the first call. The banker told me the final amount i used my card was RM159. Then i asked him what was the final amount i made, he replied RM168. Then i asked him:"SO?" He said but then the final statement was RM180. I said i made whatever payment accordingly, from what i was told after i cancelled the card. He kept arguing with me. Unfortunately the line was cut off.

The 2nd call i made, the opening statement from the banker was: "ok i can see your account, i will ask the relevant dept to waive this. I was so upset because i wasted so many times arguing wih the 1st banker but then it seems so easy, too good to be true, for the 2nd banker to answer my call so easily. Without wasting my time, i finish the call.

I made the 3rd call just to test another banker whether the 2nd banker follow up my case, but the answer was positive.

My question is:

Assume i owe a bank credit card RM2, it is lawful for the bank to charge me every month RM10 for the late charge fee, but my credit card has been cancelled. Can i make complain to bank negara if the bank at the end didnt settle my dispute. Because for me, i owe you money, you just ask your lawyer sue me, and ask me to pay within a time frame. But behind the scene, you keeps on charging me interest RM10 per month + 18% interest per annum. Then your profit is even huge than Along. Am i right?

i just subscribe maxis vp50 today but i already got "unbilled amount" roughly RM1. what is it? meaning i have used all the rm50 and need to pay the extra RM1?..impossible...
