MORE than 500 companies are on the “radar” of the Malaysian Competition Commission (MyCC) for allegedly building “cartels” to bid for government tender projects.

Among the modus operandi used is for the company owner to marry four wives to build his empire and use his wives’ and relatives’ names as proxies.

According to reports in Sinar Harian, MyCC chief executive officer Iskandar Ismail said these companies were detected trying to manipulate tender offers.

“Among their modus operandi is to complot and conspire among each other and submit numerous tenders ... for example, 50 companies would send in tender bids at a time.

“Following that, they would fill up the required forms together and also go for the required site visits.

“They would then ‘determine’ who is the winner by agreeing on the tender price and then distribute it among themselves as if the government tender is their ‘property’,” he said.

By marrying four wives, Iskandar said it was one of the methods used by company owners to build their empires.

“Company A will be held by the first father-in-law, company B will be held by the second father-in-law, company C will be owned by the sister-in-law, company D will be held by their nephew, other companies will be held by the wives.

“This way, they can create an empire with 50 companies bidding together,” he said.

He stressed that the government is opening tenders to qualified parties to get the best company that can offer quality services at a reasonable and competitive price.

However, he said the actions of the companies involved only create an illusion as if their price offer is the best, thereby affecting the opportunities of other companies that are truly capable.

In addition to fraudulent government contract bids, he said MyCC also monitors activities involving cartel companies related to food and agriculture supplies.

However, he admitted that they faced constraints because the investigation process might take longer as they had to gather strong evidence before presenting it to the relevant bodies. – The Vibes, December 27, 2023

A 33-year-old civil servant loses over RM800,000

PETALING JAYA: A 33-year-old civil servant has been cheated of over RM800,000 in a phone scam.

Hulu Selangor police chief Supt Ahmad Faizal Tahrim said the woman received a call claiming that she had mailed an ATM card and identification documents to Miri.

She was then told that it was possible her private details had been misused by other people and was told to contact two "police officers".

"They then tricked her by claiming that she had a police record for money laundering and drug smuggling.

"She was then instructed to reveal her banking details as well as other identification.

"Checks later showed that her bank account was missing RM822,938," Supt Ahmad Faizal said in a statement on Friday (Nov 10).

A report was then lodged on Wednesday (Nov 8), he said, adding that the stolen funds were part of her savings and loans secured from two banks.

Supt Ahmad Faizal said investigations are under way to track down the syndicate, adding that the mule account holder will be detained to assist in the probe.

KUALA LUMPUR: Kachin refugees have spoken about the challenges they face while living in Malaysia, including lack of protection from the police and the inability to work legally.

At the 20th anniversary celebration of the Kachin Refugee Committee (KRC) yesterday, chairman James La Seng said the refugees are often scared to leave their houses because there is always a chance that they will be arrested and deported, even after they have registered themselves with the United Nations High Commissioner for Refugees (UNHCR).

“Every time we walk (on the streets) or go to sleep, we worry,” he told FMT.

Under the Immigration Act 1959, Malaysia does not formally recognise refugees and instead classifies them as illegal migrants.

This means they do not have the legal right to work and, therefore, have to take up casual jobs, leaving them vulnerable to detention and deportation.

La Seng said they are also exploited at work, with employers withholding their wages and threatening them with arrest.

“Sometimes, they will go two to three months without getting paid, but they don’t know who to turn to for help because they are officially illegal immigrants,” he said.

Established in 2003, the KRC has since registered more than 10,000 people. It provides assistance to the Kachin people in Malaysia, including serving as mental health counsellors and interpreters at hospitals, police stations and detention centres.

According to UNHCR, there are about 182,000 refugees and asylum seekers in Malaysia as of July.

More than 85% of them are from Myanmar, including 106,000 Rohingya, 23,700 Chins and 28,800 members of other ethnic groups that have fled from persecution or conflict-ridden areas.

Internal conflicts in Myanmar’s northernmost state date back to the 1960s. Negotiations between the insurgents and the country’s military armed forces led to a brief period of peace in the Kachin region from 2018 to 2020.

However, everything changed in 2021 following a military takeover that saw violence in many villages across the Kachin state. As a result, an estimated 200,000 people across the country were forced to flee their homes, UNHCR reported.

Htoi San Nhkum, who fled to Malaysia with her husband in 2008, said although she has no idea what her future holds, her hope is to be resettled in a country that would give her citizenship.

Her work as the head teacher of the Kachin Refugee Learning Centre (KRLC) keeps her occupied for the time being.

Established in 2007, the KRLC boasts 480 students and 31 full-time teachers. As refugees are not recognised by Malaysia, Kachin children are not able to pursue an education in public schools, while private schools are out of the question.

Nhkum had asked the Malaysian government to treat people like her with kindness and care as they have been through a lot to get here: “We don’t want to be traumatised again.”

Activists have long since urged the government to create a legal framework to recognise refugees in Malaysia.

This sentiment was championed by 18-year-old Steven Myithung, who found refuge in Malaysia almost 10 years ago.

“The government can help us just by recognising us as refugees and giving us the rights we deserve,” he said.

Transport minister Loke Siew Fook said this comes after Singapore’s Technical Transport Safety Bureau (TTSB) failed to retrieve the data from the CVR.

Taxi firm owner charged with cheating from SOCSO

KUALA LUMPUR: The owner of a taxi firm has been charged with cheating and forging documents to obtain a total RM620,000 from the Social Security Organisation (Socso) during the Covid-19 lockdown.

Kamarudin Hussin, the sole proprietor of PB Maju Automotive, claimed trial after the charges were read before sessions court judge Azura Alwi today. Kamarudin, 45, is charged with deceiving Socso employees Mira Sabriena Romzain and Norsofieyana Zamri by providing a name list of fictitious persons who he said were his firm’s employees to secure RM424,000 in funds.

The government had come up with the Penjana Kerjaya scheme to assist taxi drivers whose incomes were affected by the lockdown.

He is alleged to have committed the offence by submitting the name list at Wisma Perkeso, Jalan Tun Razak here in December 2020.

The money was deposited into his firm’s bank account.

The offence is punishable with a jail term of up to five years or a fine or both upon conviction.

Kamarudin was also charged with using a forged document to apply for the scheme to deceive Socso to part with another RM203,700.

He is alleged to have deceived Socso officers Sharifah Munirah Syed Muhammad and Norsofieyana by producing the document at Socso’s premises in January 2021.

This offence is punishable with a sentence of up to seven years’ jail and a fine if found guilty.

Kamarudin, who is also the president of the Malaysian Association of Taxi, Rental Car, Limousine and Airport Taxi Drivers, was freed after he posted bail of RM30,000 in one surety.

Azura also ordered his passport to be impounded and that he report to the Malaysian Anti-Corruption Commissions’s nearest office once every two months pending the disposal of his trial.

Deputy public prosecutor Nor Diana Nor Azwa prosecuted while R Kengadharan represented the accused.

Hi sifu, i need help. Recently i move to a new place but because it is a temporary place i could not commit with 2 years contract of internet. Can anyone suggest me is there any prepaid way to use the unlimited data sim card if i put into one of those wifi 4g Modem. If yes, how reliable would it be? And can sifu suggest the proper wifi 4g modem?

P.S. I tried Unifi Air but the speed is horrible even though in a 4g area.
