MBSJ Renovation Permit - Addition of Toilet

Hi all.. I’ve been browsing through the forum and still need some expert advice if someone ever come across this.

I bought a subsale house, there is this ready slab/floor at the back of the house ready for addition of toilet at second floor. Previous owners did not do it and cover it with roof tiles.

If I were to do addition of toilet, on structural side, what I need is just addition of 2 walls with a column, onto a ready slab.

With this condition, do I need to apply for permit?

If yes, can it be done by myself easily for the approval? Or can someone intro me any runner for this small addition of work?

Career for Civil & Structural Engineer

I am currently working in a consultant firm..i found that consultant pay could hardly exceed construction or property developer company pay with position such as project engr/project manager, which i think could have a better prospect. Anymore suggestion regarding what other field or some specific company can a C&S engr go into with good prospect and good pay.
