Car first owner claimed my petrol rebate

I bought a second hand car about 4 years back, and i'm the second owner of the car, i don't know why the first owner are able to claim the petrol rebate which i suppose only myself have the right to claim.

Anyone encountered this kind of situation? And how i'm going to get back the claim? Any department that i can make my complain?
