Noisy Water Pump from Neighbor

Not sure anyone encountered this?

Basically my neighbour installed a centralised water pump at the attic or roof area above their house and every time the water pump runs my house (double storey link house) can hear a loud vibration sound like a bass sound at ground floor and 1st floor. Its as if the vibration travel through the concrete wall through out the house.. And one of my bathroom which shares the wall with my neighbour can hear a strong hissing sound as well (sound of water travelling really fast through a narrow pipe).

Initially we thought the vibration sound came from the air cond compressor but after talking to the neighbour they admitted it was the water pump sound. They mentioned they have laid vibration absorbing mat and will limit the usage of the pump to showering only but still we can hear the vibration clearly but not as frequent... But still the sound is really annoying..

The neighbour then said they can't do anything about it.. which is really unfair to us because we have to bear the sound as early as 6am in the morning and late evenings..

Need someone who had experience this and how you had resolve this problem...? thanks.
