BEIJING: The fight to contain the coronavirus in northern China's Hebei has entered "wartime mode", official media reported on Tuesday (Jan 5), after the province surrounding capital Beijing saw its first locally transmitted COVID-19 cases in more than six months.

Hebei reported 19 local infections and 40 asymptomatic cases between Jan 2 and Jan 4, according to data from the Chinese health authorities. The last time the province recorded locally transmitted infections was in June 2020.

Nationally, mainland China reported 33 new COVID-19 cases on Jan 4, the National Health Commission said on Tuesday, with 14 of the 17 local cases recorded in Hebei and 16 cases imported from overseas.

AirAsia Seeks Up to USD$600 Million Cash Injection

AirAsia Group Bhd. is seeking to raise as much as 2.5 billion ringgit ($600 million) by the end of the year as it tries to survive a business slump exacerbated by the coronavirus pandemic.

The Subang, Malaysia-based budget carrier may borrow up to 1.5 billion ringgit from banks and another 1 billion ringgit from investors, a spokeswoman said Tuesday. AirAsia is also in talks with local and foreign investors including private equity firms, strategic partners and conglomerates, she said, confirming an earlier report by Reuters that cited Group Chief Executive Officer Tony Fernandes.

Airlines around the world are losing money after grounding thousands of planes as countries shut borders and restrict people’s movements. AirAsia, which last month posted its largest quarterly loss on record, resumed domestic operations in late April but its long-haul unit, AirAsia X Bhd., still isn’t flying. Auditor Ernst & Young said in July their ability to continue as going concerns may be in “significant doubt.”

South Korea’s SK Group said in June that it was in talks to buy a small stake in AirAsia, without providing further details. AirAsia has also cut the salaries of management, trimmed jobs and deferred plane deliveries in an attempt to shave costs by 30% this year.

AirAsia is also evaluating its operations in Japan and will make a decision very soon, the company’s spokeswoman said Tuesday. Its India venture remains as is, she said without elaborating. The airline is looking to consolidate and strengthen its business in Southeast Asia, even if that means exiting Japan and India, Reuters reported earlier.

AirAsia X said last month that it needs to reach agreements with major creditors to restructure outstanding debt because it faces “severe liquidity constraints” that threaten its ability to resume flying and continue as a going concern.

The long-haul budget unit and its AAX Leasing Two Ltd. have received a claim from BOC Aviation Ltd. regarding $23 million of outstanding amounts due under lease agreements, according to an exchange filing Friday. AirAsia X, which said it is seeking legal advice, leases four aircraft from BOC.

AirAsia is one of Airbus SE’s major customers for A320s while AirAsia X is the world’s biggest customer of Airbus A330neo planes. AirAsia X has 78 of the aircraft on order, according to Airbus’s website, and has already deferred delivery of some A330neos.

Pandemic knocks Singapore into recession

SINGAPORE (Reuters) - Singapore's economy suffered a record contraction in the second quarter, tipping it into recession and putting the trade-reliant city-state on course for its worst ever slump this year as the coronavirus outbreak extracts a heavy toll on business.

The grim numbers for the wealthy city-state, the first in Asia to report second-quarter GDP data, underscore the sweeping worldwide impact of the COVID-19 pandemic and suggest a rough first half for the global economy. Many major economies are already facing their steepest downturn in decades.

Gross domestic product (GDP) plunged by a record 41.2% in the three months ended March, on a quarter-on-quarter annualised basis, preliminary data from the Ministry of Trade and Industry showed on Tuesday, worse than economists' expectations for a 37.4% decline in a Reuters poll.

The sectoral impact was broadbased with the services and construction sector hardest hit. Construction, which ground to a near halt, plummeted 95.6% on a quarter-on-quarter annualised seasonally-adjusted basis.

"We were expecting these numbers to look quite dismal, although this is worse than what we had expected," said Steve Cochrane, economist at Moody's Analytics.

On a year-on year basis, GDP dived 12.6% versus economists forecast for a 10.5% contraction.

The manufacturing sector grew 2.5% from a year ago, mainly due to a surge in output in biomedical sector, though that was still lower than the 8.2% rise in the first quarter.

The GDP slump marked the second consecutive quarter of contractions for the global finance hub - having declined a revised 0.3% year-on-year in the first quarter and 3.3% quarter-on-quarter - meeting the definition for a technical recession.

Analysts had expected a deep second-quarter contraction due to a lockdown between April and June, in which most workplaces closed to curb the spread of the virus.

WORST-EVER SLUMP

The government expects full-year GDP to contract in the range of -7% to -4%, the biggest downturn in its history.

The central bank eased its monetary policy in March and has introduced measures to boost bank lending, while the government has pumped in nearly S$100 billion (£57.4 billion) worth of stimulus to blunt the impact of the pandemic.

The People's Action Party, which extended its unbroken rule in last week's election held in the midst of the pandemic, has said protecting Singaporean jobs is its biggest priority.

Analysts expect the economy to start improving as more business and services reopen, but warned of a bumpy road ahead.

"This will be marked as the bottom of the current downturn," ING analysts said in a note.

"But persistent external uncertainty depressing exports and tourism provide no hope of a return to positive year-on-year GDP growth anytime soon, at least not over the rest of this year."

GEORGE TOWN: A newborn baby, believed to have been thrown out of a building, was found dead on the grounds of an apartment block in Farlim early on Friday morning (July 10).

It is believed that the baby was thrown out by her mother from the 13th floor of their apartment unit.

Police cordoned off the area after residents lodged a report following the discovery of the baby's body on the ground floor of the apartment.

When contacted, George Town OCPD Soffian Santong confirmed the incident.

China’s top legislature has endorsed a resolution authorising its Standing Committee to tailor-make a national security law for Hong Kong.
Thursday afternoon’s vote took place just before the closing of the annual session of the National People’s Congress (NPC), which started last Friday.
The resolution, officially known as the “draft decision on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region to safeguard national security”, was approved with 2,878 deputies from around the country voting in favour and one voting against, while six abstained.
It came hours after US Secretary of State Mike Pompeo, in a potentially huge blow to Hong Kong, told the Congress the city was no longer suitably autonomous from China.

President Donald Trump threatened to regulate or shutter social media companies -- a warning apparently aimed at Twitter Inc. after it began fact-checking his tweets.

In a pair of tweets issued Wednesday morning from his iPhone, Trump said that social media sites are trying to silence conservative voices, and need to change course or face action.

There is no evidence that Trump has the ability to shut down social media networks, which are run by publicly traded companies and used by billions of people all over the world.

“Republicans feel that Social Media Platforms totally silence conservatives voices. We will strongly regulate, or close them down, before we can ever allow this to happen,” he said Wednesday. In a second tweet, he added: “Just like we can’t let large scale Mail-In Ballots take root in our Country.”

Trump, Furious at Twitter, Aims Executive Order at Tech Giants

Donald Trump has been raging against Twitter Inc. since the social media platform that helped vault him to the presidency slapped fact-check links on a pair of his tweets.

Now, he’s poised to take action Thursday that could bring a flurry of lawsuits down on Twitter, Facebook Inc. and other technology giants by having the government narrow liability protections that they enjoy for third parties’ posts, according to a draft of an executive order obtained by Bloomberg.

The companies’ protections against lawsuits apply when they act “in good faith” in taking down or limiting the visibility of inappropriate tweets, videos and other social media posts, but the law doesn’t define bad faith. The draft order would push the Federal Communications Commission to issue rules clarifying the issue, potentially allowing users to sue over takedowns if they were inconsistent with companies’ terms of service, did not provide enough notice or meet other suggested criteria.

The White House declined to comment early Thursday morning.

The draft order would also convene, through the Justice Department, a working group of state attorneys general to look into deceptive practices and review executive ad spending on the platforms.

The move could set off a legal battle between Washington and Silicon Valley.
