            <description>&lt;b&gt;‘Thank you, Malaysia’: Immigration offices see surge of foreign nationals seeking voluntary repatriation with RM300-RM500 fines ahead of Dec 31 cutoff&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;KUALA LUMPUR, Dec 9 — Hundreds of foreign nationals have been crowding the Kuala Lumpur Immigration Department to apply for voluntary return under the Migrant Repatriation Programme, which ends on December 31.&lt;br /&gt;&lt;br /&gt;The initiative, launched on March 1, allows foreign nationals who have committed immigration offences to return to their home countries voluntarily by paying a reduced fine.&lt;br /&gt;&lt;br /&gt;According to a report by Harian Metro, Kuala Lumpur Immigration Department director Wan Mohammed Saupee Wan Yusoff said over 27,000 foreign nationals had applied under the programme as of December, generating RM13.12 million in fines.&lt;br /&gt;&lt;br /&gt;“We process more than 350 applications daily,” he said.&lt;br /&gt;&lt;br /&gt;The Immigration Department reported that applicants must pay between RM300 and RM500 depending on their offence, such as overstaying or breaching visa conditions, before being permitted to leave the country.&lt;br /&gt;&lt;br /&gt;Wan Mohammed added that applicants must provide valid travel documents and flight tickets, or consult their embassies for assistance.&lt;br /&gt;&lt;br /&gt;He urged applicants to visit nearby immigration offices to avoid delays at crowded centres like Jalan Duta.&lt;br /&gt;&lt;br /&gt;“No agents or third parties are authorised to handle applications on behalf of the Immigration Department,” he added.&lt;br /&gt;&lt;br /&gt;Nepali worker, Yogendra, 26, said he was eager to leave after working in Malaysia for over two years.&lt;br /&gt;&lt;br /&gt;“I have a passport, but it recently expired. So I came here early and only needed to pay a RM500 fine.             <description>&lt;b&gt;Families of Teoh Beng Hock, custodial death victims demand new law against torture&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;KUALA LUMPUR, Dec 9 — Families of victims of custodial deaths urged the federal government today to enact a law against physical torture and abuse by public officials.&lt;br /&gt;&lt;br /&gt;The family members of Kamarulnizam Ismail, Syed Mohd Azlan Syed Mohamed Nur, and Teoh Beng Hock said such a law was needed as custodial deaths were becoming a perennial issue.&lt;br /&gt;&lt;br /&gt;“In our proposed Anti-Torture Bill, if a public official is found guilty for tortures, sexual abuse, rape, cruel, inhuman and degrading treatment, he or she shall be imprisoned for a maximum term of 30-40 years,” they said in a joint statement.&lt;br /&gt;&lt;br /&gt;“Furthermore, law enforcement officers who witness acts of torture by other officers are required to report it to the police, IPCC or Suhakam, failure to do so is an offence.”&lt;br /&gt;&lt;br /&gt;While acknowledging that there were existing laws that could be applied in cases of custodial deaths, the families said these were infrequently used to charge and even more rarely to convict public officials accused of torture.&lt;br /&gt;&lt;br /&gt;The families then announced a support group for victims of custodial abuse to advocate for reforms.&lt;br /&gt;&lt;br /&gt;Groups supporting the families will also launch a nationwide roadshow to raise awareness and gain public support for the proposed law.&lt;br /&gt;&lt;br /&gt;Teoh was a Malaysian political aide who died under suspicious circumstances in 2009 while being interrogated by the Malaysian Anti-Corruption Commission (MACC).&lt;br /&gt;&lt;br /&gt;Kamarulnizam and Syed Mohd Azlan were detainees who died in custody, with their case highlighting alleged abuse and neglect within enforcement agencies.&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.malaymail.com/news/malaysia/2024/12/09/families-of-teoh-beng-hock-custodial-death-victims-demand-new-law-against-torture/159340' target='_blank'&gt;https://www.malaymail.com/news/malaysia/202...-torture/159340&lt;/a&gt;</description>

            <description>&lt;b&gt;Selangor govt approves 25% increase in assessment rates in 2025&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;DESPITE objections from ratepayers, the Selangor government has approved the 25% increase in assessment rates in all local councils next year.&lt;br /&gt;&lt;br /&gt;Speaking to the media on Monday (Dec 9), state local government committee chairman Ng Suee Lim said the new assessment rates by 12 local councils will come into force on Jan 1, 2025.&lt;br /&gt;&lt;br /&gt;The state government had, in June, announced plans to allow local councils to increase the assessment rates, subject to a 25% cap.&lt;br /&gt;&lt;br /&gt;But the councils also allowed ratepayers to file their objections to the increase, to be decided on a case-by-case basis, with the final decision on the rate increase to be decided by the state government.&lt;br /&gt;&lt;br /&gt;Ng, in announcing the approval for the increase, said the state government has postponed the implementation of new rates since 2019, taking into account several factors including the current economic situation.&lt;br /&gt;&lt;br /&gt;“This step is taken to ensure greater compliance and enforcement effective in the field of assessment and public service in line with the Local Government Act 1976 [Act 171], based on new property values that must be prepared and completed by all local councils every five years,” said Ng.&lt;br /&gt;&lt;br /&gt;However, he noted that many councils used several decades-old rates.&lt;br /&gt;&lt;br /&gt;“The existing valuation list for Sabak Bernam District Council still uses the 1986 rate, followed by Kuala Langat Municipal Council (37 years), while the other nine local councils are still using the yearly rates of more than 20 years,” Ng said during a briefing on the assessment rates at Wisma Dewan Negeri Selangor in Shah Alam.&lt;br /&gt;&lt;br /&gt;Ng said the councils received 148,000 objections from ratepayers who voiced their concerns with the increase.&lt;br /&gt;&lt;br /&gt;“We went beyond and investigated 287,000 objections, and validated 230,000 of them,” he said.&lt;br /&gt;&lt;br /&gt;Ng also pointed out that with the implementation of the 25% tax increase cap, property owners will receive a discount in total assessments payable of up to 75%.&lt;br /&gt;&lt;br /&gt;“For example, if an apartment owner paid an assessment tax of RM100 per year in 2024, with the new property revaluation, the assessment tax should be RM200 per year in 2025.&lt;br /&gt;&lt;br /&gt;“This increase is due to the difference in rental rates used in determining how the assessment tax is calculated in the Local Government Act 1976.&lt;br /&gt;&lt;br /&gt;“However, with the cap of the 25% increase in assessment taxes set by the state government, the total assessment to be paid in 2025 will be RM125,” he said.&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.thestar.com.my/metro/metro-news/2024/12/09/selangor-govt-approves-25-increase-in-assessment-rates-in-2025' target='_blank'&gt;https://www.thestar.com.my/metro/metro-news...t-rates-in-2025&lt;/a&gt;</description>

            <description>&lt;b&gt;MMEA officer faces six charges for accepting bribes amounting to RM10,700&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;JOHOR BARU: A 32-year-old Malaysian Maritime Enforcement Agency (MMEA) officer was slapped with six charges at Sessions Court here for accepting bribes amounting to RM10,700, two years ago.&lt;br /&gt;&lt;br /&gt;However, the accused, Muhammad Adzmin Zolkepli, pleaded not guilty after the charges were read to him in front of Sessions Court Judge Datuk Ahmad Kamal Arifin Ismail on Monday (Dec 9).&lt;br /&gt;&lt;br /&gt;According to the charge sheet, the accused, who holds the rank of senior maritime officer at the agency’s Kedah and Perlis headquarters, allegedly accepted valuable items in the form of cash ranging from RM1,200 to RM2,300 with no reply.&lt;br /&gt;&lt;br /&gt;The money was received from the owner of a marine supply company. It was transferred via money transfers from the Maybank account of a middleman, a woman, which was then deposited into the accused&amp;#39;s bank account.&lt;br /&gt;&lt;br /&gt;The accused knew that the company&amp;#39;s owner had dealings related to his official duties.&lt;br /&gt;&lt;br /&gt;All the offences were allegedly committed at a bank in Segamat, Johor, between February 2022 and October 2022.&lt;br /&gt;&lt;br /&gt;The charges were brought under Section 165 of the Penal Code (Act 574) for obtaining valuable things without consideration from a person concerned with his official function.&lt;br /&gt;&lt;br /&gt;The Act provides a sentence of up to two years imprisonment, a fine, or both, upon conviction.&lt;br /&gt;&lt;br /&gt;The case was prosecuted by Malaysian Anti-Corruption Commission (MACC) prosecution officer Abd Muntaqim Abdul Aziz, while lawyer Mohd Norazam Majid represented the accused.&lt;br /&gt;&lt;br /&gt;During the proceeding, Abd Muntaqim requested bail of RM20,000 for the six charges, with a local surety, along with the additional terms for the accused to surrender his international passport to the court, report to the MACC office in Sandakan, Sabah, on the first week of each month, and refrain from contacting witnesses.&lt;br /&gt;&lt;br /&gt;Mohd Norazam, in mitigation, appealed for the lowest possible bail, suggesting RM5,000 for all charges.&lt;br /&gt;&lt;br /&gt;Mohd Norazam informed the court that the accused still serves as a senior officer in Sandakan, Sabah, with a monthly salary of RM1,700.
