Buying a house before VP

Hi guyz,

I recently got to know that if buying a property before is VP we need to pay seller 10% and get a pre approve loan.

the amount 10% will be in owner hand before i can own the property 9 months later after completion.

my worry is owner still can void the transaction after 9 months if the selling is greater than my offer price, right?

Bank loan, do i get a confirm loan from bank now and start paying the loan later or I need to reapply again bank loan after completion?
