Dilemma in choosing scholarship. Need advice

I am a student taking mechanical engineering in UTP. Enrolled in July 2008.
Currently, i am sponsored by Petronas in my study.

Last few days, l received the scholarship from JPA.
So, i don't know what should i do now. Continue with Petronas scholaship or accept JPA?

Here are some the scholarship details:

1. Since i entered the UTP using my diploma result, so i can finish my study there in three years.
However, no matter how many years i study there, i still need to bond with Petronas for 10 years.
For JPA, the bonding is 6 years.

2. What JPA will pay for me is almost the same with Petronas.

3. If Petronas don't offer the job for me after i graduate, i have to pay back everthing what Petronas have paid to me.
For JPA, need not paying anything.

4. If i breach of contact while working, i need to pay back too. (same for both)

Some people advised me to continue with Petronas scholarship as the salary and allowance i will get after working is higher than government. Is it true?
Some said i won't learn anything working with government. So, not good for my future.

Hope that someone who have the experience can give me some advice.
