Fren phone kena curi, suspected lost during J&T

GG fren lost his phone purchased during CNY 2.2 shopee sales.
Received parcel but only got only free gifts (worth RM 60 got 11-12 items). No phone box!
Verified with seller, she put the phone inside the parcel already. She said got CCTV recordings proof she pack it, but we didnt asked for that. She is reputable seller at shopee. She said this month got 3 same case phone missing in shipping.
Fren called J&T since yesterday nobody pickup.
Tried for online chat, qeued at number 20k++ and his queue number keep increasing.
Already dispute in Shopee said item missing.
Fren have tried to measure the weight of the parcel, seems correct according to J&T sticker. Suspected the culprit has tempered with the J&T sticker as well. Now confirming with seller whats the parcel weight when she send it, but some parcel no need weight in first so got loop hole there.
Checked the parcel if got open or cut etc, nothing...it seems its done by professional package thief. But got lots of non-J&T fragile sticker tape.

Anyone has same experience? Can my fren get refund? J&T staff mogok steal people shipment now?

I purchased many gadgets with shopee and use J&T before but never had issue.

Update 18 Feb 2021:
Shopee has refunded the money today. Seller also kind enough to give the "free gifts" to buyer.
Confirmed that the packaging has been tempered during J&T shipping.
Seller provide video proof to Shopee that the packaging is different than the packaging received by buyer.
Fren already buy the same phone directly at shop.

Lesson:
1) Always take unboxing video. Fren dont have unboxing video but got picture of packaging etc.
2) Avoid unreliable courier when purchasing expensive stuff
3) Pray that ur item will arrive safely.
