Car Accident

My friend and I got into accident last week. the car was badly damaged, most probably being claimed total loss. Just a few questions to people around here cause I'm quite confused over different things said by different people.

I got hold of a photo of his IC and his phone number after the accident. But he complained that he injured himself and need to checkup in clinics.

I have reported the accident within 24 hours period, the other party fails to do so.

1. The accident was obviously not our fault, do I still need to wait for the other party to report to claim his insurance?
2. If yes, if the party refused to report, would it mean that I cannot claim his insurance at all ?
3. Will the police search and arrest the other party for not reporting as in this case both of us were injured as well.

UPDATE
The other party had reported the police. The next step will be claiming from insurance and reparing the vehicle. I would like to thank all of the replies that assisted and brought me some relief.

The police officer said that luckily I have the driver's IC and phone number. He even stressed that sometimes phone number is not enough because people can change the number just like that and the case will be closed just like that. So thank god I took a photo of his IC and got his number.

iPad 2 Rear Camera Problem

I own an iPad 2 3G 64GB. The camera worked fine since last year. Till these few weeks, I tried using the camera again. The front camera seems to be working well, but once I change it to the rear camera, the screen went pitch black even I have a bright condition. Then I revert back to front camera, the whole application frozen. I thought it was my carbon fibre sticker + casing blocking the iPad, so I took out the casing and sticker and tried again. Nothing changes.

Reboot the iPad by pressing the Home button and the Power button for 10 seconds, still stays the same.

Anyone experienced this before ?
