Serious Lack of attention in R&R in the forum

Out of my surprise, this R&R
http://forum.lowyat.net/index.php?act=faq&article=7
Has a views of "22" at this time (before this topic was posted), surprisingly the number of "staffs" not to mention moderators are more than that, this means Even Staffs doesn't notice the update of the R&R. I am suggesting that if the police doesn't even know the law, how come they caught thieves efficiently? (I am not insulting anyone, just speaking frankly)
I do notice that there is a need to notify forumers that if there is any update on the R&R, first to prevent users violating "recently" added/updated rules and regulations; second reason would be this rules and regulations were meant to be known by every forumer, isn't it?

[addedon]January 28, 2010, 10:09 pm[/addedon]btw, it is a nice touch on the updates for the article, it is remarkable easy to understand. I would really enjoy if everybody follows that (not sarcasm).

More Moderating Needed In Garage Sales

Almost half of the posts in Garage Sales are not IT related stuffs and many of them are violating some "minor" or major rules. In my personal opinion, more affords have to be done to make the forumers read the pinned topic and forum rules. Of course, more moderating also needed in moving/closing these topics. Except for Garage Sales, other trade zones also need some notice, just stating out that Garage Sales condition is pretty bad. I am also aware of a little number of moderators are not fully aware of some "recently" updated rules. There is another thing with is not quite related to this topic but most senior members are not doing good examples for junior member to learn. I personally think, sometimes a little small punishment might be needed to make those who made mistakes, doesn't repeat their mistakes again.

for the "notebook, pda, camera" section the tags applied to the thread can add one more as "netbook"? although it might be similar to notebook but nettop is more compact and smaller. if u dont accept this suggestion, nvr mind. no harm done.

based on my experience
first is the easiest. 12V-----variable resistor (VR)-----fan (changes the voltage according to the current of the fan
second 12V---VR---ground (Change the voltage not affected by fan)
(middle connection of VR connect to fan)
third is improved version of second 12V-------resistor(same with max of VR)------VR---------ground
(middle connection of VR connect to fan)
forth is using rotatary switch with 5 0.2V drop diode. not recommend it. not mine either.
fifth is using adjustable voltage stabilizer. not recommend to use because it cost more than others.
