Maxis Home fibre and Astro IPTV coverage

I am a existing Px fibre broadband subscriber. Looking at Astro IPTV is now made available on Maxis Home Fibre, I intend to switch my broadband subscription to Maxis Home Fibre and at the same time subscribe to the IPTV package with my existing account.
I tried to register interest but in the end got rejected. After a few calls and transfers, it was made to my understanding that my application was rejected because my address is not under Astro IPTV coverage.

I need some help in clarifying what do they mean by the area i stay not under IPTV coverage? Shouldn't IPTV just depend on Internet coverage but not service coverage, as i understand so long i got an IP address this OTT service should work? On top of that how would the service provider define if I am under Maxis Home Fibre coverage?

Thank ahead for any clarification provided.
