Need advice on cost/expense to setup a website

Hi all! May I ask how much is the expense needed for above setup, including file hosting. If the webpage will be uploading file from abroad and local, is it possible that I kinda 'rent' server based on foreign country? (which means uploader's country) For example, an uploader from Japan upload file to the server based on Japan and my server based in my country? Sorry for asking such dumb question, because I have no idea about this. Thanks in advance.
