Diagnostics Policy Service won't start..

my problem is Diagnostics Policy Service won't start.. when i try to start it manually it says i couldn't start it and gv me error 5..

it started dis morning when i hv problem with my kaspersky internet security.. says dat something like program error/database currupt n cannot be start.. after a few restart i decide to repair kaspersky installation file.. after restart i cant connect to internet.. when i diagnose connection prob, it show prob with Diagnostics Policy Service.. i tried to manually start it but it gv me error 5..

things dat iv done dis morning before it failed is automatic update n my prob with kaspersky..

so, any idea how to solved it????
