Soundproofing room from noisy bikes and cars

So my neighbors are horrible and there are a lot of modified bikes and cars with super loud exhausts. I don’t know how I can live in peace anymore and it’s driving me crazy.

Mostly low frequencies is what I want to block off but I can’t seem to find any solution for this.

I do have quad 58x118cm windows which I have bought weatherstrips to seal it, but sound still pierces through. TBH, I don’t care about the windows anymore. I don’t mind covering it up entirely if it’s reversible back to the original state.

P/S: Moving out is not an option (yet). Property market is obnoxiously expensive.

Hi everyone, I have a question regarding registration of a company.
It's a tech site that has a built its brand over the years, and it's time to take it seriously.
Here are some of my questions:
1. How much does it cost? As far as I know, only need SSM Borang PNA 42 and Borang A?
2. There's a partner with me. I'm not too sure on how to split the ownership, as I did most of the work. However, he mentioned that it would be best if we can get bumiputera status for the company. Is there any bumiputera benefits to begin with?
3. Where can I submit the form? Does Putrajaya has it?
4. How long does it take?
