Windows 7 Ultimate 100% CPU Usage

Hello there. I've been experiencing high CPU Usage on my Windows 7. It is very annoying because when I play any music, the audio will glitch.
I used Process Explorer and I found the culprit. It's the svchost.exe (netsvc)
Any solutions?

ram = DDR2 512mb
vram= anytype ,64mb or 128mb
proccesor =pentium 4 ,or celeron dual core only
motherboard = can support all these these stuffs above
