DGS-3100-24

Hi there, I got DGS-3100-24 Managable Switch and I would like to set up VLANs where all VLANs can access to internet.
My problem is when I set VLANs, only VLAN which have internet connected to its port able to access internet.
As I know, it is because this switch is Layer 2 switch so it denied access between VLANs.
Is there any solutions, so all my VLANs can access internet?
I found so clue on internet, they says can do it using static routing. Can I use static route function in modem? If so, how to set it?
Please help..................
3G connection swap to GPRS?

3G Router: DLink DIR451
Data card: Merlin XU870
Connection Type: Celcom 3G

I connect to internet using celcom 3G through Merlin XU870 Express Card and broadcast to wireless using DLink451. I had configure DLink451 setting correctly, firmware is upgraded and DLink DIR451 is compatible with Merlin XU870.

At first, I was able to connect to internet, but my connection will drop after half an hour. The sympton I get is Merlin XU870 light change from blue to green. Sometimes it will totally drop, change light to red.

Merlin XU870 Signal:
Blue Light or Yellow Light : 3G Signal
Green Light : GPRS Signal
Red Light: DC.

It means no 3G signal. I did try to use others celcom 3G sim card to connect to internet, but outcome remain unchanged. Does anyone know why 3G signal will change to GPRS? Is it possible 3G unstable coz the connection change to GPRS automatically? Is it recently 3G signal is unstable? Any news about 3G?

Please help......................................
