PSU problem

Hi Guys,

I'm helping a friend to troubleshoot his PC. And I come to the conclusion that its a PSU problem, but i need confirmation. Don't want to blindly go purchase a new one.

Here is the symptom :

PC arrive at my house, plug everything in, power up, screen loading, got to windows user password screen.
Suddenly power off, like someone just switch off the power switch.
Press power button on the PC to try powering up again.....no respond.
Unplug power cable from PSU, and plug in back (span of 5 seconds) ...press power button....no respond
Unplug power cable.....wait for 5 minutes before plugging back to PSU....press power button....Power UP...YAY!
but....before it gets to load windows.....power down.

My trouble shooting step

1) Open casing, unplug everything, DVD, HDD and whatever that is coming from the PSU, leaving only those cable on the Motherboard. Power up..... again around 15 seconds...power down (do note...every time the power cut....i have to plug out the power cable from the PSU...wait for a few minutes ...then only plug in back...thats the only way the PSU can be power up)
2) re-seating the RAM...CPU.... no use
3) power up without RAM....motherboard beeping....GOOD
4) power up without Graphic card....motherboard beeping....GOOD (at least the motherboard still working....but still have a little bit doubt)
5) Unplug everything....motherboard, HDD, DVD....its like taking out the whole PSU, leaving the wire dangling.
5.1) use the paper clip testing method....power up....but also...after 15 seconds or even less....power cut

Another symptom....if after the power cut....the longer i leave the power cord out from the PSU, the longer the the PSU able to stay power UP....maybe can up to 1 minutes....but after that...again power cut.

Can I conclude that its the PSU problem ?

I'm going to put my infra in a Datacenter. The datacenter provide me with a internet line, 1 single public address. If I were to design as attached ? Anybody can see any problem here ?

My Bathroom Leaking

Hi Guys/Girls,

I have a problem. I'm living in apartment. The unit below me is claiming that my bathroom is leaking.
The story start from this. Back a few years ago, while the apartment is still under developer liability, the unit below me (lets call him Mr. X) file a complain to the management that my bathroom is leaking. The management visited Mr X unit and tell him that its not a leaking, its a condensation problem. And recommend Mr X to install a ceiling fan. Then 2 years ago, Mr X complain to me, i also go visit him, look at his problem, and see that the walls are all dry, only the pipe got water droplet all around. And for a water to drop down, it will take like a full day for 1 drop. I did explain to him that my unit is facing the same thing. And I seldom use that particular toilet. Things quiet down.

Now recently, he complain again, this time threatening to bring these matters to a higher level. My guess is MPSJ. This time around I go down to really have a thorough check and understanding. First, he keep his bathroom door close all the time. Coz they have a small baby and a 2 year old boy. The small window in the bathroom which is connecting to the kitchen is always close. The bathroom is hot and humid. Every time, when someone take a bath in that particular bathroom, when they switch on the light, the fan in the bathroom will turn on, sucking all hot air up onto the ceiling. Now, please bear in mind that the ceiling above is fully enclose, there is no air ventilation there. When the fan is sucking up those hot and humid air, there is no place to escape. All the air is trap inside. Even when they bath in the bathroom, the windows is not open also.

Since he start complain, i was also busy and was oversea for about 2 weeks. For 2 weeks, there isn't anybody using my bathroom. And even when i come back, I also make a point not to use that bathroom. There is only 2 of us living in the apartment , and the master bathroom is fitted with everything. That leaking bathroom is untouch, everything original. So...its been 3 to 4 weeks that nobody use that bathroom. And Mr X is still claiming that his bathroom ceiling is getting worst. He don't listen to reason anymore and force me to fix.

Here, I would like to ask, am I oblige to fix ? (well...the answer is yes in all cases). What is I fix and the same case persist ? Then it will be like I'm just throwing my money for no reason. Can I get a lawyer to draft an agreement that after i fix and the problem still persist, i can claim back all the money that I use from him ?
My friend suggest another way, draft an agreement, stating the contractor which is agree by both of us, to fix the problem. the agreement also must consist of what is being fix. Then initial payment to the contractor is paid by Mr X, and after fixing, if within 2 month this particular problem did not occur anymore, we will reimburse the money back to Mr X.

Will these works ? Any lawyer, contractor or expert here ? Please help ?
