monitor turns yellow

I need help. I just bought a 2nd hand LCD monitor. However the monitor looks yellow and cannot detect blue colour (blue looks like black). Currently i'm using ATI Radeon 9550 gfx card. Is this monitor problem or gfx card problem? How I can fix this problem? I found few articles on the net which saying this can be caused by the vga cable.

Anyone can help?

Thanks!
