DIBS vs Rebate

Question to all financial experts or experienced buyer here.

Developer is giving an option to take a DIBS of a new property, or 5% rebate and no DIBS. So here's my predicament.

5% rebate is a lot of money. I take the 5% rebate and and save it in FD to later pay progressive interest during construction. Or I could pay 5% extra DP and don't worry about progressive interest.

Current loan rates are such as:

1st Year = B - 2.5%
2nd to 4th Year = B - 2.45%

Construction should take up to 4 years.

Would you take DIBS and give up additional 5% rebate or do the otherwise? Why?

Your children's money, what to do with them?

Okay I started this because I would like to gather opinions of what everyone practices financially for their children.

From the day your kid is born, they are bound to receive money. Angpow money, full moon angpow, raya money, birthday angpow, etc etc. What do you do with their money? Do you open a saving account in their name and have them save it? Or do you use their money and buy them stuff? Or do you use their money to invest for their future?

My baby girl is 1 month old now and she already have money from friends and relatives. I want to open a savings account for her, but that seem foolish as she won't be needing those money until she's much older. Also, bank savings will only make her money smaller.

Anyone experienced to share a view on this is much appreciated.
