Advice needed on how to handle this case

I stay in a double storey linked house, and my neighbour keeps a big Rottweiler.
The problem I have been facing since one year ago is, the owner is very irresponsible.
I seldom see him giving the dog a bath, hence causing a smelly stench around the house, including mine.
The poo and pee, as you can guess, is so big and a lot and it is not cleaned immediately or on time, causing a horrible smell and flies everywhere.
Even if he cleans, he will only sprinkle some water and let the dirty water flow out of his compound and that's it. When the water dries up, it leaves a stench too.
Then it comes to the fleas and ticks, which i can find climbing all over the wall and even inside my house.
And it seems the dog is suffering from an eye infection and skin problem, which i can find dog hair all over my pouch and car everyday.
Oh, and one more thing, i think the dog is not being fed properly. On many occasions i had seen the dog passing motion, turn around, sniff at the poo, and gobble it all up. OMG

I tried to address these issues to him a few times but all turned out to become a small quarrel so i am avoiding that.
I have made multiple reports to MBPJ, and so far, i think they only came once to warn the owner.

Please ADVISE me, what can be done to get this issue out of my way.

Can i make a police report? or SPCA? or what else?
