Is TM Blocking downloads

Anyone know if TM start blocking downloads during the daytime cuz my download speed from sites like gamespot.com and megaupload.com have gone from 250Kbps to 5 kbps, but this is only during the day time. after around 1:00 am the speed is back up to normal. anyone know y this is or a way to bypass it.

edit: It seems speed is back to normal. for me hopefully TM stoped capping permenatly
